Political consultation, It means that various political strength come to an agreement when discuss the fundamental issues of country such as politics, economy and culture as well as the social life. Its purpose lies in developing democracy, considering many kinds of suggestions and requests synthetically , managing to understanding and compromise each other, making the decision more democratic and more scientific. The forming and development of the political consultation mechanism have gone through three phases: Chinese People's National Meeting , Political consultation conference and The people of political consultative conference . The Chinese's People's National Meeting is the embryonic form of the political consultative conference, but it is not a real will of the people organ yet, it is just a supreme advisory department. The Chinese People's National Meeting shows great significance for the political life of our country walking up to the starting of democratization. The political consultative conference is first time in China history that all nationwide party groupings and social elite got together to discuss the state affairs, its decisoions are the comprised results of all powers. Such agreement indicates CPPCC's meeting is omnifarious decision-making.
