Agriculture has always been the foundation of the country.Its basic status has not only make a great effort to the people and the society,but also closely linked with the rural stability and farmers’ income.As the major role of agricultural economy,the rational development of the characteristic agricultural industry can integrate production into the local people’s lives,enlarge the income of farmers,and improve the local ecological construction.Therefore,the government as the main force,its functions affects the direction and quality of characteristic agriculture directly,and how to make its functions work successfully during the process of characteristic agricultural should be discussed.In recent years,with the popularization of health life style,the Medicinal and Edible products,wolfberry,have gradually become popular in the market,that provides business opportunities for the development of wolfberry industry in Zhongning County.Meanwhile,at the background of the built of “Silk Road Economic Belt” and “two districts”,the government of Zhongning county make a clear goal which include “ one Countryside,one Garden,one Brand” and “one Special,three Points” all in one,to make sure that wolfberry industry have competitive advantage in plant area,quality,production and brand influence.Based on the Diamond model,New public service theory and Market failure theory,the author used questionnaires and interview method to collect information about government functions and wolfberry industry.Then sum up the progress of wolfberry industry,the situation of government functions,and the disadvantage of function performance.For example,government policy-oriented deviations,frequent problems in infrastructure construction work in production areas,incomplete market supervision functions,and weak ability to match products for export.On this basis,combined with the special functions of the government in agricultural development,we will improve the government’s policy system,clarify the functions of government departments,implement the decentralization of the regulatory authorities,clarify the product entry standards,improve the government marketing system,and regulate the government.From the perspectives of the supply of science and technology services and the needs of farmers,the proposed countermeasures are targeted.In order to improve the Zhongning government’s function,and promote the sustainable development of the local wolfberry industry.
