Research On The Government Functions In The Development Of County Industry

The16th National People’s Congress put forward a concept of "strengthen county economy", while in the Third Plenary Session of the16th CPC Central Committee, it was further emphasized that "to vigorously develop the county economy" which fully demonstrates the importance of county economy. County government, an intermediate link among central government, provincial government, local government and township government and village, is a comparatively complete basis of China’s administrative organization, It plays a decisive role in the development of county economy. In recent years, As for the county government, how to effectively perform their functions so as to better foster the development of county economy has become a hot academic topic.The relationship between government and market, which is the core issue of government functions, has continuously been debated, under the conditions of market-based economy, as for government, a lot of problems such as how to define the boundary between the two sides, what government should do and how they should do etc. often have been hotly discussed among scholars and researchers, the Third Plenary Session of the18th CPC Central Committee pointed out, the reform of the economic structure is the key of deepening comprehensive reform, while the core problem is to handle the government-and-market relationship which make the market play a decisive role in the allocation of resources and a better role of government. As is known that market’s basic role is irreplaceable, meanwhile, the government’s regulatory role is indispensable, how to reasonably position the confine of government-and-market relationship in order to reach the best combination of market mechanism and government role, has become the key factor in the process of economic development.On the basis of relevant research and materials from at home and aboard and basic functions of local government through analysis of development of grape industry in Binchuan county and the functions of the government, In this paper, the author believe that Binchuan local government should use policy guidance and administrative measures, provide the high quality public products and effective public service, to create a favorable hard environment and a soft climate to promote a sustained, healthy development of the grape industry. With this idea, the author mapped out a model diagram of government function in grape industry development, Binchuan county government functions should include the following eight aspects:to formulate of industrial development planning, to integrate of all resources, to expand the space for industrial development, to construct and to improve of infrastructure, to popularize the agricultural technology and to deepen market supervision, to increase the rural market information service efforts, to give a full play to the role of society, to strengthen the advertising and create a famous brand. From these aspects, the author analyzed the present situation of performance of Binchuan local government functions and then put forward some thoughts on fostering the development of local grape industry.
