An Empirical Analysis Of The Connotation Of "Internal Affairs Of The Nation"

The system of regional ethnic autonomy fully embodies the principles of Marxist national equality and national unity,and fully demonstrates the spirit of the socialist countries to respect and guarantee the rights of the various ethnic minorities to manage their internal affairs.However,at present,there are many disputes in the study of the connotation of "the internal affairs of the ethnic group" in ethnic jurisprudence,but no relatively consistent views have been reached,which has affected the theoretical and practical development of the study of regional ethnic autonomy system to a certain extent.Before analyzing the connotation of "internal affairs of the ethnic group",it is necessary to discuss the theoretical value and practical status of the concept of "internal affairs of the ethnic group".First,in the theoretical value level,the study of the concept of "internal affairs of the nation" has important theoretical value.To clarify the connotation of "internal affairs of the nation",on the one hand,it is conducive to the deepening and development of Marxist theory of national equality,and on the other hand,it is helpful to understand the essence of national regional autonomy;Second,from the perspective of practical status,the study of the concept of "internal affairs of the ethnic group" plays an important role in defining the scope of jurisdiction of regional ethnic autonomy and ensuring the effective realization of the rights and interests of ethnic minorities.In theory,scholars have different views on the subject elements and content elements of "internal affairs of the nation".To be specific,there are three views on the main elements of ethnic autonomy: all ethnic groups in ethnic autonomous areas,ethnic groups exercising regional autonomy and ethnic minorities in ethnic autonomous areas.In terms of the content elements of the internal affairs of the ethnic group,there are two extreme views: affirming the existence of "internal affairs of the ethnic group" or denying the existence of "internal affairs of the ethnic group".There are two kinds of opinions about affirming the existence of "the internal affairs of our nation" : the general expression and the enumerative analysis.In practice,by sorting out the content of 76 pieces of flexible or supplementary provisions currently in effect,it can be found that the main elements of the flexible supplementary provisions include not only the flexible supplementary provisions related to national identity,but also the flexible supplementary provisions related to regional identity.It includes not only the internal affairs of the nationality,but also the regional internal affairs.In both academic and practical circles,a unified conclusion has not been reached on the connotation of "internal affairs of the ethnic group",and the second paragraph of the law on regional ethnic autonomy reflects the essence of regional ethnic autonomy in China from the perspective of purposes and purposes.Therefore,it is necessary to re-identify the "internal affairs of the nation" under the framework of regional autonomy by returning to the intrinsic value implied by China's regional ethnic autonomy system and ethnic regional autonomy.This paper argues that "the ethnic group" in "the internal affairs of the ethnic group" refers to the ethnic minorities practicing regional autonomy."Internal affairs" in "internal affairs of the ethnic group" refers to a series of economic,cultural and social affairs related to the development of the ethnic group in the process of its formation and development.
