The Influence Of Institutional Environment On The Diffusion Of Local Government Policies

Policy diffusion is a process in which innovative policies are transmitted and distributed among government organizations.It is also a process in which policy concepts are continuously developed from partial to overall.Analysis of the impact mechanism of policy diffusion can not only comprehensively sort out the development path of policy,but also deepen the effective experience of policy output.The research on policy diffusion impact mechanism mainly focuses on policy content and local internal economic factors,and lacks in-depth and clear discussion on the institutional environment.Therefore,this paper will select the government information disclosure policy as an example,through policy combing and empirical research.A combined approach explores the impact of the institutional environment on policy diffusion.Based on the policy diffusion theory,the new institutionalism theory and the governance theory,this paper carries out the time and space dimension analysis and empirical analysis of the policy.Through the analysis of the time and space dimension of policy,we can comprehensively grasp the development of policy.In terms of time dimension,the government information disclosure policy was completed by Shanghai for the first time in 2004,and the national policy diffusion was formed in 2014.The development path is basically in line with “Innovation Adoption Curve”.In the spatial dimension,the characteristics of policy diffusion mainly appear as adjacent horizontal diffusion and vertical diffusion.The influence of local government and the role of central government are obvious.The new institutionalist theory further interprets the influence mechanism of this institutional environment as coercive,mimetic,and normative.In the empirical research stage,this paper develop research hypotheses based on the three mechanisms and choose the event history analysis method to analyze policy diffusion.Combined with the development of the policy time and space dimension,the paper come to the conclusion analysis and policy discussion.The empirical results show that the coercive mechanism,the mimetic mechanism,and the normative mechanism have a significant impact on policy diffusion.The central government has the most significant effect.The policy choice behavior of local governments will also have a relevant impact.The power of netizens and experts in the community also has a driving effect on policy diffusion.Therefore,the emergence of policy diffusion phenomenon comes from the joint role of multipleentities in the institutional environment.It is not only the expression of the administrative value orientation of the central government,but also the result of the government's construction of legitimacy and the product of the implementation of civil rights.Promoting the production and diffusion of effective policies requires optimizing top-level design and improving the effectiveness of policy implementation;promoting “pilot” construction and enhancing regional autonomy;strengthening network public opinion and promoting broad participation of society.
