With the development of the economy,the level of urbanization has been continuously improved,the huge growth in urban population has brought great challenges to urban development.In order to alleviate the urban diseases,smart city came into being.It is a new urban system using Internet,cloud computing,high-performance computers and other information technology to improve urban residents,enterprises and governments' standard in living environment.China's smart city construction,since the first in Ningbo City in 2009,has been continued for 9 years.In the diffusion of policy innovation in smart city,what factors affect the local government innovation adoption? How is it affected? What is the problem with the current diffusion mechanism? This paper attempts to solve the above problems through empirical research,and form a complete interpretation framework.This paper takes the prefecture-level city as the research object.By combing the domestic and foreign literature,the paper constructs the influencing factors and divides them into four parts: the government resource ability,the information development level,the leadership characteristics and the external environment.Then puts forward the hypothesis and collected 281 prefecture-level cities' panel data from 2009 to 2016.Using the event history(logit)analysis method to test the hypothesis and draw the conclusions.In the end,put forward the policy suggestion.According to the empirical research,this paper draws the following conclusions: the adoption of smart city is unbalanced,the eastern region has obvious advantages;Government resources' influence to the adoption of smart city is not obvious,only per capita GDP is statistically significant.And the government's financial resources have significant negative correlation.In the variables of informationization development level,the performance of governments' websites and the scale of Internet users are positively affected the adoption of smart city,and the influence of the governments' websites performance is higher than that of Internet users;In the external influencing factors,the pressures of central government,the learning and competition from the nearby governments are the key factors in influencing the adoption of smart cities.Among them,the competition and learning from nearby governments is more statistically significant than the pressures from central government.Based on the above research results,this paper argues that in the diffusion of policy innovation,prefecture-level city should pay more attention to the local haracteristics,to avoid the same construction in all cities;the local governments should fully explore and use the resources of the region to promote regional innovation and development;In addition,a good employment mechanism can be built,and fully play the role of education in innovation;Finally,in the policy innovation local government should take internal and external influences into consideration,and learn how to handle the intergovernmental relations to avoid falling into irrational competition.
