From Result-Oriented To Process-Oriented:A Study Of The Transformation Of Campaign-Style Governance

China’s campaign-style governance has a very profound historical and practical significance and has played an irreplaceable role in China’s national governance practice.However,after more than 40 years of reform and opening-up,the country’s economic and social structures have undergone unprecedented changes,and the complexity of society has increased significantly,thus increasing the challenges of social governance.The traditional outcome-oriented campaign-style governance model cannot adapt to the increasingly complex government management situation,and not only has the effectiveness of government management declined,but also has brought about many negative effects.In the new historical period,the first and foremost task to promote the development of modernized governance is to crack the problem of unsustainability and short-term,and to seek the transformation of the campaign-style governance has become an important issue.Taking the creation of the national civilized city in District C as a case,focusing on the participatory observation method and interview method,and based on the theory of structuring and cross-sectoral cooperation,it is found that the creation practice of the national civilized city in District C,due to the wide range of task indicators involved and the constraints of organizational power and subject responsibilities,favors the adoption of result-oriented campaign-style governance,through the high level of coordination of the leadership group,the breaking of the conventional section hierarchy,the goal of success is achieved through a high level of leadership team coordination,breaking down of the conventional section hierarchy,massive gathering and investment of resources,and politicized accountability.However,the result-oriented campaign-style governance,which prefers to be carried out abruptly,has in reality presented a number of difficulties,such as the resource-target dilemma,the formalization of governance measures,the fluctuation of governance effects,the complicity and avoidance of responsibility in grassroots implementation,and the "pushback" effect of inspection and assessment influenced by rank.In the face of such a situation,local governments try to transform from traditional result-oriented campaign governance to process-oriented governance by reconstructing the command and organization system,decomposing the task of creating evaluation indicators,and improving the inspection and assessment system,which provides a practical sample for the transformation of campaign governance.The transformation of process-oriented campaign-style governance decodes the substantial value of the national civilized city creation activities,and is a change of governance concept.Process-oriented governance of the creation of the whole,to capture the Central Civilization Office to organize the evaluation of the national civilized city activities the essence of the true meaning,is to promote the modernization of the national governance system and governance capacity practice.From the result-oriented to process-oriented campaign-style governance transformation there are four governance logic: from the goal of creating the whole to the people-centered goal conversion;from interdepartmental governance to collaborative cooperation consensus thinking conversion;from the campaign-style governance mechanism to the normalized governance mechanism mechanism conversion;from decision-making empiricism to the standardized system of institutional conversion.In order to better realize the standardization of governance system,normalization of governance mechanism,and long-term effect of governance results,we then put forward optimization suggestions such as the need to strengthen the top-level design of the system,construct systematic governance thinking,and establish a reasonable government performance evaluation mechanism.
