Reconstruction Of Basic Unit Of Villagers’ Micro Autonomy

The report of the Nineteenth National Congress of the Communist Party clearly pointed out that the modernization level of the state governance system and governance capacity should be significantly improved,and the vitality of social development and innovation should be significantly enhanced.We should shift the focus of social governance to the grass-roots level,give full play to the role of social organizations,and realize the benign interaction between government governance,social regulation and residents’ autonomy.Modernization of national governance system and governance capacity requires further deepening of governance system and refinement of governance capacity.Actively exploring the lowest level autonomous units of rural governance and further refinement of the scope of the structure of villagers’ autonomous units play a positive role in improving the rural governance system.Villagers’ autonomy is the core issue in rural governance.Micro-autonomy should be an effective form of villagers’ autonomy.The key problem in its construction is the core of the basic unit of villagers’ autonomy.In this paper,on the basis of villagers’ micro-autonomy,we discuss the conditions and construction rules of the basic unit of villagers’ autonomy,and take the "ten households in one" village D as a case to analyze,through the analysis of the specific practices of the basic unit of villagers’ autonomy in "ten households in one" village D,to explore the implementation effect of restricting villagers’ autonomy.The key factors of the construction of the basic unit of autonomy,to explore the path of building the basic unit of villagers’ autonomy,so as to build a benign interactive mechanism of residents’ autonomy.It is divided into six chapters.This study is divided into six chapters.The first chapter is the introduction part,which mainly introduces the research background and research significance of this paper,the research status at home and abroad,and then explains the research content and research methods of this paper.Finally,it explains the relevant theoretical basis and definition of basic concepts.The second chapter is the evolution and existing problems of the basic unit of villagers’ micro-autonomy.Firstly,through the historical trace of the basic unit of villagers’ autonomy,the development process of villagers’ autonomy is clarified,and the problems in the process of self-government with different scales of autonomous units are explained.On this basis,the basic unit exploration of villagers’ micro-autonomy is analyzed.The necessity.The third chapter introduces the effective practice form of micro-autonomy—the ten-in-one model.Firstly,it introduces the regional characteristics of the research area,and then introduces the implementation process of “10 households”.Based on relevant theories,it analyzes the effects of “10 households” in D village.The fourth chapter analyzes the functions and influences of the basic units of villagers’ micro-autonomous based on the theory,and analyzes the positive and negative effects.The fifth chapter is about the development of the basic unit reconstruction of villagers’ micro-autonomous.Firstly,the principle and basis of micro-autonomous construction are proposed.Then put forward the road of development: first,strengthen the top-level design,improve the system construction;second,optimize resource allocation and build a moderate scale;third,change the service mode and play the role of the central axis;fourth,build a platform of interest and stimulate the participation of the villagers;It is to strengthen the sense of identity and build a community of destiny.Finally,the conclusion part,a general summary of the article.This article holds that the "ten in one" development mode is an effective form of micro autonomy.The reconstruction of the basic unit of villagers’ micro-autonomy emphasizes the subjectivity of villagers’ autonomy,but does not negate the central role of the government.The size of the basic unit of autonomy should be the unit above the household unit.But how many households are the most suitable scale,from classical to modern,are considered suitable for development,that is,the most suitable scale.The endogenous motive force of villagers’ micro-autonomy is based on breaking the equal participation of official-citizen stratum and maximizing the interests of individual and autonomous unit.Therefore,with the most appropriate scale,it is extremely important to build a long-term interest platform for villagers’ autonomy.How to ensure the long-term benefits of the villagers’ interests platform should be adjusted in time according to the environmental changes.Only in this way can the focus of social governance be shifted down to the grassroots level,the role of social organizations be brought into play,the benign interaction between government governance,social regulation and residents’ autonomy be realized,and the strategy of Rural Revitalization be truly realized.
