Research On The Reform Of The Basic Unit Of Villager Autonomy

This thesis is to study the problem of villager autonomy in China under the framework of community theory proposed by Ferdinand T?nnies.The current villagers' autonomy faces new situations and new problems.On the one hand,under the impetus of industrialization and urbanization,the number of foreign population in some villagers has increased,and the form of villager autonomy,which is mainly composed of rural collective economic organizations,has been difficult to adapt.On the other hand,the jurisdiction radius of some local village committee,which is covering too much rural collective economic organizations,is too large,and the internal interests are difficult to coordinate,leading to the villager autonomy staying in the form,and no one caring villagers' wishes,the rural public affairs and public welfare.Accordingly,there is an urgent need to explore the effective realization form of villager autonomy.In 2012,the City of Qingyuan started the autonomy villager reform with stress on the basic unit of autonomy.The reform stimulated the vitality of villager autonomy,and provided useful exploration to solve the new situation and new problems of villagers' autonomy.Through analyzing the reform practice of villager autonomy of Qingyuan city,this article set up a preliminary exploration of the stress on the basic unit of villager autonomy,including those four aspects.Firstly,through analyzing the development process of the villager autonomy in china,this thesis clarified the reason why the units of villager autonomy were generally set in the administrative villages.This thesis also analyzed the current main problems of the villager autonomy from the perspective of the basic unit of autonomy,including the low participation of the villagers,too many administrative tasks,the hard coordination of the internal interests,the unfair elections leading by large villages and other prominent issues.Secondly,this thesis took Xiniu town as an example to carry on the empirical research to the reform practice of Qingyuan city.On the basis of the analysis of the reform origins and ideas,the thesis studied the reform practice of stress on the basic unit of villager autonomy,including adjusting the size of the village committee,perfecting the village party organizations,establishing the villagers' councils,establishing rural service stations and other measures.The third aspect was the analysis of the effectiveness and problems of the reform of villager autonomy in Qingyuan city.The five aspects of the effectiveness were to promote the managements of village affairs,to reduce the costs of villagers participation,to promote democratic elections,etc.This thesis analyzed the Realistic conditions and the six aspects of the problems,which included the face of institutional barriers,the difficulty of establishment of party branches,the lack of meeting places and the lack of funding.The fourth aspect was to analyze the inspiration and reference of the villager autonomy reform in Qingyuan City.Four focus should be considered other to promote the reform in other villages.First,focus on mining the basis of autonomy which based on the autonomy units of the basis of rural autonomy or the rural community.Second,pay attention to nurturing self-government organizations.Through the cultivation of diverse forms,the broad participation of the masses of the autonomous organizations to adapt to the transition to rural areas of the trend.Third,pay attention to separation of autonomy.Through the grassroots organizations to undertake grassroots government administrative power,to protect the autonomy of the masses.Fourth,focus on strengthening the supply of services.Through public services will be linked to people on the basis of the service to rebuild the farmers' trust and recognition of rural society,to achieve effective autonomy.
