The Practical Effect And Improvement Strategy Of Settlement Of The Basic Unit Of Villagers' Autonomy

As a great innovation of peasants in the 1980s,the villager autonomy system has gone through many frustrations,and finally established its legal status from the height of the constitution,becoming national laws and going to the national.Since the reform and opening up,villager autonomy has experienced three different stages of development.Each stage has its own characteristics and the basic unit of its autonomy should also be analyzed combined with the background environment at that time.Even to this day,villager autonomy has had different levels of advancement and development,and has achieved relatively good results.What we should not ignore is that there are still many prominent problems in the operation of villager autonomy.This paper studies the establishment of basic units of villager autonomy under the community theory and self-governance theory.Under the new situation,on the one hand,the social problems in rural areas are increasingly complicated and diversified.The villagers' committee,which takes the administrative village as the basic unit,is the main autonomous carrier.It undertakes too many administrative tasks and encounters institutional difficulties.Public affairs go unattended,and the villagers' autonomy was in trouble.On the other hand,during the period of rural social transformation and economic system transition,rural population flows to cities,the degree of rural "hollowing out" becomes increasingly serious.The villagers'autonomy is short of major participants,making it in idling.Taking J Village in East Anhui Province as a case study,this paper analyzes the specific practices and achievements of villagers' self-governance in J village after the basic unit of villagers' self-governance sinks.It can be summarized in the following five aspects:First,it introduces the reason and significance of the selected topic,sorts the literature on villager autonomy from four aspects including the realization form,effect evaluation,operation dilemma and development trend,and uses the literature method,in-depth interview method and participatory observation method to collect relevant materials,so as to understand the actual situation of J village.Second,it analyzes the tortuous process of the development of villager autonomy in China.The basic units of villager autonomy under different backgrounds are different.With the development of reformation and opening up,all regions have begun to explore the effective forms of villager autonomy,and effective autonomous units should be formulated in accordance with local conditions and villagers' wishes.Thirdly,the paper makes an in-depth study of the causes and specific practices of the subsidence of the basic unit of villager autonomy,including the governance of the whole administrative village scribing area,the establishment of the villagers' council in the area,the establishment of the village party branch and other autonomous organizations,the strengthening of the training of grassroots cadres and the formulation of the villagers' self-governance regulations and village regulations.Fourthly,it analyzes the effect of the subsidence of J village autonomous unit,which mainly reflected in the realization of the effective coverage of grassroots party organizations,the improvement of the construction of grassroots party organizations,the enhancement of villagers' self-service ability and the promotion of the benign interaction between cadres and masses.Fifth,it analyzes the problems and improvement strategies in the subsidence process of the villagers' autonomous units in J village.As for the complex problems in villager autonomy,including it is difficult to achieve effective connectivity between organizations at all levels,the governance unit of a single villager group cannot cope with hollowing out,natural village management is hard to avoid internal interest diversification and it is difficult for villagers to fully adapt to the rural community,it is necessary to construct multiple types of villager autonomy repeatedly,optimize the layout of the village,enable the effective interaction between villager autonomous organizations under the leadership of the party,coordinate the interests and make suggestions for village governance,so as to achieve effective autonomy.
