At present,the long-term care for the disabled elderly has become an important issue to be solved in China's social security system.Therefore,it is of great significance to study what responsibility the government should take and how to take responsibility in the long-term care of the disabled elderly.It is of great significance for our country to rationally arrange the long-term care service resources,actively deal with the aging of the population,and prevent the social risks caused by the disability.With the continuous development of today's society,the old people's care responsibilities originally assumed by families have been urgently pushed to society.Accordingly,our society is obviously not ready for the rapidly expanding demand for old people's care.As a result,among all the elderly,the disabled groups who need to be cared for most are the ones who lack the living security most.In recent years,the government has been focusing on the disabled elderly and long-term care services through pilot projects in the areas of care service policy,nursing insurance system and health care services.However,at present,there is a lack of responsibility in the implementation of long-term care services for disabled elderly.It is worth pointing out that there are some differences between urban and rural areas in the level of economic development,the way of life of residents,and the concept of thinking.Therefore,the focus of government work is also different.Based on this objective reality,this paper studies the government responsibility of long-term care services for the disabled elderly in cities of China.This paper is divided into five chapters,and its focus is Chapters 3,4 and 5.The first chapter is the introduction part,which defines the research background and value of this paper.It briefly summarizes the research status at home and abroad in the field of research,lists the research ideas and methods,and points out the innovations.The second chapter defines the relevant concepts based on literature research,and combs the relevant theories on how the government promotes long-term care services and services for the disabled elderly.The third chapter introduces the role of the government in the long-term care service for disabled elderly.It mainly elaborates from two aspects,including the necessity of government intervention in the long-term care service,and the definition of government responsibility.In the fourth chapter,through the research method of literature research and qualitative research,it selected typical target groups in Beijing to conduct case interviews and data collection,and analyzed the implementation and existing problems from the aspects of legal system,economic support,supervision and management,support and guidance.The fifth chapter puts forward reasonable suggestions from four aspects,which mainly include: first,we should improve and perfect the system as soon as possible,and accelerate the unified nursing insurance system.Second,we should continue to increase economic support,optimize the structure of financial input,broaden the channels of fund-raising,and expand the total amount of capital investment.Thirdly,we should optimize the service supervision environment,establish an effective responsibility supervision mechanism,and continue to do a good job in the supervision of service quality.Fourthly,it fully reflects the guiding role of government resource allocation,builds a high-quality personnel service team,and actively constructs and improves a multi-level,three-dimensional long-term care service system.
