Research On The Process Of Aral Sea Governance

Environmental governance has become an important topic of global and regional cooperation and one of the main research areas of international relations.As an integral part of the world geography,Central Asia also faces many environmental problems;the typical performance is the Aral Sea crisis.In the 1960 s,the Aral Sea crisis began to emerge.Since then,as the Aral Sea crisis has intensified,the Aral Sea governance has also been put on the agenda.After the independence of the Central Asian countries,the Aral Sea governance process began.In this process,what are the governance measures adopted by Central Asian countries as the main body of the Aral Sea governance? What are the difficulties in the management of the Aral Sea? What are the alternative governance paths? What is the enlightenment and reference for China? This is the basic question and starting point of this paper.Based on the perspective of regional public goods,this paper sorts out the governance process,governance dilemma and path selection of the Aral Sea.As far as the process is concerned,the Aral Sea governance has achieved some success.Among them,the rescue of the Aral Sea International Foundation and the Interstate Water Coordination Committee played an important role.The former actively promoted the Aral Sea governance through mechanisms such as mechanism construction,fund raising and project promotion;the latter made important contributions to stabilizing water resources among Central Asian countries.In terms of dilemma,the dilemma of the Aral Sea governance is mainly reflected in the supply and demand dilemma of public goods in the relevant regions;that is,the demand for regional public goods in the Aral Sea governance far exceeds the supply.In terms of route selection,the provision of adequate regional public goods is an inevitable choice for the management of the Aral Sea.The main connotations of the former are: to play the role of a leading country,to improve the willingness and ability of governance in Central Asian countries,to broaden the financing channels of regional public goods and to supply regional public goods that are diversified.A basic conclusion of the above combing is that the management of the Aral Sea should be centered on the supply of regional public goods.This has implications for China's participation in the governance of the surrounding areas.Specifically,China's participation in regional governance should be centered on supplying regional public goods.Among them,the promotion of the construction of the Silk Road Economic Belt and the regional environmental governance of China's participation in the regional public goods are most obvious.
