| Since entering the new millennium,global non-traditional security issues such as the financial crisis,terrorism,and global climate and environmental changes caused by globalization have risen one after another,causing the resurgence of global governance topics.The issue of global governance is essentially to choose suitable and effective global public goods and bear the corresponding supply costs for this.After the global financial crisis broke out in 2008,the "failure" problem of global governance in various fields has become more prominent.Global governance relies on the supply of global public goods,dissatisfaction with the "Western-centric" international system,and requirements for global governance change,calling on a country of sufficient strength and trustworthiness to provide the necessary global public goods.As the world’s second largest economy,China has received more attention from the international community.On the one hand,Western countries have discredited and vilified China’s peaceful rise,fearing that China threatens the interests of Western countries,creating a "China threat theory";at the same time,they shirk responsibility for the failure of global governance,taking the "Kindberg Trap" theory as a typical example,accusing China’s"inaction" in the field of global public goods.On the other hand,developing countries in the international community have begun to expect China to supply the necessary global public goods in global governance.China is also changing its role in the process of globalization,from the "free-rider" of global public goods to the "leader" of public goods supply.Therefore,China’s practice of leading the supply of global public goods in the "Silk Road Economic Belt" region is the core of this study.The supply of global public goods affects the formation and development of the modern world system.After the end of the Cold War,global public goods showed a regional evolutionary trend and the supply characteristics of "club products." In this context,the study found that the "Silk Road Economic Belt" region,which is closely related to China,was facing a shortage of public goods after the Cold War.At the same time,due to the increasing pressure of "Chinese responsibility" caused by the expectations of the international community and the conscious improvement of China’s historical mission,these two main internal and external factors have driven China’s supply role from a "free rider" to a "leader." Combining the development experience of China’s multilateral diplomacy and opening to the outside world,and the development strategy of the western development of China,as the starting point of the Silk Road with important geographical advantages,the Silk Road Economic Belt has become China’s leading role A "breakthrough" for the practice of global public goods.Starting from the basic needs of the supply of two public goods,security and economic development,China has provided five important public goods in different areas in the "Silk Road Economic Belt":the concept of "community of human destiny" and interconnected transportation network facilities,"Silk Road City" network construction,a new type of international financial organization,the Asian Investment Bank,and new means to resolve local wars and terrorism.However,the supply of public goods in the " Silk Road Economic Belt" still faces four types of problems and challenges:“politicized"challenges,security and stability risks,discourse system confrontation,and extensive strategic flaws.Summarizing China’s practice of supplying public goods in the " Silk Road Economic Belt",China already has a certain regional influence,and has accumulated experience in dealing with the dialectical relationship between " breaking"and " establishing" in the supply practice,expanding new space and exploring for global governance.New models and new solutions are of great significance.In response to the problems and challenges faced in the supply practice,we will improve the supply practice from the two dimensions of telling the "Silk Road Story" and improving the refinement and specialization of the supply practice,along the "Silk Road Economic Belt".Supply attaches importance to the economic field and proposes new expansion of China’s supply of global public goods in the future.In general,China changed its role in a timely manner in the opportunities and challenges of the changing international situation,and provided the world with "Silk Road Economic Belt" public goods.This is an example of China’s supply of global public goods,strategy and step-by-step practice.In the future,China will follow this "Silk Road Economic Belt" to continuously deepen cooperation,expand new areas,and contribute more power in the practice of global public goods supply. |
