A Study On The Problem Of Villagers' Participation In Village Governance

The rural issue has always been a key issue in the development of our society.Effective governance in rural areas plays an important role in improving the modernization of national governance system and governance capacity.The report of the 19 th National Congress of the Communist Party of China proposes to implement the strategy of Rural Revitalization.And the total demands of the strategy are to realize the villages' prosperous industry,pleasant living environment,rural civilization,effective governance and rich life.It puts forward to strengthen the rural work and improve the rural governance system that combines autonomy,the rule of law and the rule of virtue.And the autonomy emphasizes the villagers' autonomy including the villagers' self management,self education and self service,which asks the villagers to participate in village governance actively.Therefore,the study of the problem of villagers' participation in village governance is conducive to the achievement of the good governance of village governance.And then it will improve rural governance system,achieve the strategy of Rural Revitalization and promote the modernization of national governance system and governance capacity.This paper studies the problem of villagers' participation in village governance by the methods of field investigation and literature research.On the one hand,I take the villagers in Xu Village of Hebei Province as the research objects and record the problem of villagers' participation in the process of village governance in detail through on-the-spot observation and case interview,so as to provide reliable first-hand materials for the study.On the other hand,I can understand the academic achievements in this field by consulting other scholars' literature on village governance and villagers' participation,that laying a solid literature foundation for the research of this topic.Based on the typological analysis of the content of the villagers' participation in village governance,three typical public events are selected as the case studies including villagers' participation in village water supply facilities,idle primary school reusing and village demolition.Through investigation and research,I find a series of problems that the villagers' participation efficiency is low,villagers' participation inpsychology is contradictory,participation system lacks innovation and participation content is unbalanced and so on.In order to solve the above problems,I put forward five suggestions to solve them.Firstly,cultivating villagers' public spirit.Secondly,improving the scientific and cultural quality of the villagers.Thirdly,orienting the role of the village committee correctly.Besides,strengthening the construction of the system of villagers' participation.What's more,promoting the reform of the supply of public goods in villages.These measures can prompt the villagers to participate in village governance actively.Therefore,It can ensure the diversification of the main body of village governance and the consultation of the process of village governance.It is beneficial to the good governance of village governance and the improvement of the democratic system at the grass-roots level.At the same time,the government can also understand the focus of attention from villagers in the process of villagers' participation,which ensures the scientization and democratization of the governments' decision-making.It is helpful to improve the sense of identity of the villagers to the government and lay a mass foundation for the construction and improvement of the service-oriented government.
