The innovation has become the 21st century's main melody. Because one can not develop without innovation, and without innovate means backwardness. Era of knowledge economy and information age arrival, and they also presented the serious challenge to the contemporary talented person's innovation ability. At the same time,it is also breeding the precious turning point of raising talented person innovation ability. Our country has joined WTO officially, facing the information and the capital market competition and economic globalization and the new trade regulations challenge directly in the top level. Therefore, promoting technological innovation vigorously and implementation of strategic which rely on science and education to rejuvenate the nation, raising the general talented person's innovative ideology,creation ability and the creation personality, creating a new generation of high-quality, innovative talent to adapt to future challenges has become the time requirements which realizing the great rejuvenation of Chinese nation in the new century.However, our country also has many problems in the innovation personnel training aspect. For example,only paying great attention to the knowledge inheritance in the process raising innovation talented persons, and neglected the practical ability and the innovation ability raise; Institutions of higher learning's education idea is backward, the curriculum is unreasonable; Making the goal of teaching economization,and neglecting to talented person's thought moral education; The method of university teacher teaching is stodgy, and their quality has also restricted the innovation personnel training quality.This article studies the question of innovation personnel training from the angle of regional economies development. First of all, on the basis of the analysis of the regional innovation system and regional economic development,I learned regional innovation system is the core of regional economic development and its impact on regional economic development. Regional Innovation System has three major innovative subjects, there are universities and colleges, scientific research institutions and enterprises. In addition, the government and the intermediaries were to play the roles of macro-control rand building bridges information in the innovation sys tem. Innovation system require the support of innovation persons to make innovation ,so the paper put the creative talents of the creative talents into colleges and universities, research institutions and enterprises of the creative talents of the three innovation types based on the three main innovation in the innovative system. Innovation and high-quality of innovation depends on effective training model, so I put forward the framework of interaction of the regional economic development and cultivate innovative talents. Pointed out that the role of innovation and personnel training on the regional economic development, and carried out in three types of innovation and innovation research personnel training mode. Before building Cultivate innovative talents mode , the paper firstly give the ideas and principles as a whole of building a model of innovative training, then the paper give the corresponding training model separately on the three creative talents .Finally, this paper use methods of comparative analysis, qualitative and quantitative analysis to analyze the status of the innovative talents of Jilin Province, and found the strengths and weaknesses regard to cultivate innovative talents in Jilin Province. Its advantages include a rich in natural resources, policy support and so on. Inadequate include enterprises, universities and scientific research institutions cooperate in less, the low level of financial investment in science and technology, low energy efficiency of science and technology R & D. On this basis, this article Put forward countermeasures and suggestions for cultivating innovative talents in Jilin Province, including the establishment of multi-level training goal, using Industry-Academy-Research method to cultivate innovative talents, setting up channels for flow of personnel smoothly, setting up interactive mechanism to keep people and attracting gifted people,solving the problem of cultivating innovative talents relatively backward.
