Research On The Current Situation And Regulatory Countermeasures Of Cosmetics Production In Guangzhou From The Perspective Of Government Regulation

In recent years,with the economic growth and the improvement of living standards,China's cosmetics industry has developed rapidly.The cosmetics manufacturing industry in Guangzhou,which accounts for 1/3 of the total number of cosmetics manufacturers,has a strong representation of counterfeit cosmetics,toxic mask events,illegal additions and unauthorized alteration of ingredients.The above situation reflects the regulation failure in Guangzhou cosmetics industry.In order to improve the regulatory capacity of Guangzhou cosmetics industry,effectively regulate the market order and protect the rights and interests of consumers,it is of practical significance to study the regulation of Guangzhou cosmetics industry by using the theory of government regulation.At present,empirical studies on government regulation in China mainly focus on economic regulation,such as monopoly industries and price regulation,while social regulation is seldom studied.In the research of cosmetics supervision,domestic academia focuses on the theoretical research of common problems in the cosmetics industry,which involves less empirical analysis and lacks practical guiding significance.From the perspective of government regulation,based on government regulation theory,responsive regulation theory and governance theory,this paper analyzed the current situation of cosmetics production supervision in Guangzhou by raising,analyzing and solving problems.Through consulting the relevant literature on government regulation and cosmetics supervision at home and abroad,collecting and analyzing the relevant data,we found the problems of legislation,quality standards,market access and administrative law enforcement in Guangzhou cosmetics industry supervision.Based on the theoretical knowledge of government regulation and the advanced experience of foreign countries,some concrete suggestions are put forward,such as perfecting legislation,strengthening standardization construction,constructing safety risk management system,strengthening the construction of law enforcement team,exploring intelligent supervision mode,and promoting social co-governance.
