Research On The Political Consensus Cohesion Mechanism Of The People's Political Consultative Conference

The Chinese People's Political Consultative Conference(CPPCC)is a unique political organization in China's political system and an indispensable system for the development of China's democratic politics.Political consensus is one of the core themes of political science.It is of great significance to the healthy development of democratic politics,the enhancement of political trust and legitimacy,and promotion of the formulation and smooth implementation of major public decisions.Especially in China,it is in the critical period of realizing the modernization of national governance system and governance capacity.Reviewing the predicament in the development of democratic politics in Europe and America,how to avoid the polarization and veto phenomenon in the development of democratic politics,so as to realize the development of democracy and promote the realization of political consensus,which is an important issue that must be involved in the development of democratic politics in China at present.Therefore,this paper takes the political consensus building mechanism of the CPPCC as the research object,mainly focusing on the problem awareness of how the political consensus is condensed on the platform of the CPPCC.There is an inherent correlation between the CPPCC and the political consensus,which is the logical premise of this paper.In terms of its nature,the CPPCC is a specialized consultative body and organizational platform for building political consensus.From the perspective of the CPPCC's functions,the ultimate goal is to build political consensus.From the political effectiveness of the CPPCC,whether at the value level,procedural level or policy level,the consultative democracy of the CPPCC has contributed to the achievement of political consensus.In this paper,the cohesion mechanism of political consensus is defined as the process and mechanism that affect the structure and function of the formation of political consensus in the process of forming and building political consensus.That is,the regular pattern and path for building political consensus.Based on the definition of the core concept and the critical reference of Rawls' s ‘overlapping consensus' theory and Habermas' s ‘negotiating consensus' theory,the logical analysis framework of "structure-process-function" is formed in this paper by using the theoretical analysis tools of structure function and political process.The study of the main part of this paper is carried out on the basis of this logical framework,and it mainly explores the political consensus building mechanism of the CPPCC from the perspective of the combination of static structure and dynamic process.The static structure is the basis of the formation of the political consensus cohesion mechanism of the CPPCC,and the mechanism must rely on a certain structure to work.From the internal structure of the CPPCC,the external structure and the hidden structure of the CPPCC,it is concluded that the starting point of the CPPCC's institutional structure and organizational structure are set in the direction of building political consensus.The CPPCC has formed an organizational structure with its meetings as the center and its permanent institution,operating mechanism and administrative organs as the support,and a personnel structure with CPPCC members as the main body.The internal structure of isomorphism and horizontal articulation is based on the logic of consensus.In addition to the internal structure,the political consensus of the CPPCC is also affected by the external structure.The external structure of the CPPCC provides coordination and cooperation from leadership,execution and basic factors.The consultative culture,as the implicit structure of the CPPCC,supports and promotes political consensus from its spiritual core,cultivation process and influence.On the basis of static structure analysis,this paper uses the method of political process analysis to reveal the operating mechanism of the political consensus cohesion mechanism of the CPPCC from the internal and external dynamic operation process.The political consensus building of the CPPCC is formed by internal process to conduct political consultation,exercise democratic supervision and participate in the discussion and the handling of state affairs,as well as the external interaction between the CPPCC and the Party system,the political power system and the social system.The CPPCC proposal mechanism,the symposium mechanism and the conference speech mechanism are the micro-mechanisms to promote the operation of internal and external processes.In the process of political consultation of the CPPCC,the preference of different groups can be transformed through the consultation mechanism.Through consultative supervision,the democratic supervision of the CPPCC takes to improve and perfect the work of the Party committee and government as the starting point and goal,so as to promote cooperation and build consensus.In the process of the CPPCC's participation in the discussion and the handling of state affairs,institutionalized input of multiple public opinions is achieved through the mechanism of survey,research and reflecting social condition and public opinion,and policies are targeted to cover issues of consensus.In the process of the interaction between the CPPCC and the CPC,the CPC has achieved leadership over the CPPCC through the United Front Work Department and the CPPCC Party group,the CPPCC responds to and implements the leadership of the Party by performing its functions around the central work of the Party Committee.The interaction between the CPPCC and the political power system enables the group demands reflected by the CPPCC to rise to the national will through the organs of state power,and promotes the implementation of the will of the Party and the state through influencing the formulation and implementation of government policies at the same time.In the interaction between the CPPCC and the social system,the scattered public opinions of different groups have been transformed into the public will through institutionalized channels.At the same time,the differences and contradictions can be resolved in the implementation of policies,so as to achieve the cohesion of political consensus.Based on the organizational characteristics of the CPPCC,political consensus is built through a two-way process from the bottom to up and from the top to down.It includes the bottom-up expression of public opinion and the comprehensive formation of resolutions,as well as the top-down implementation of the Party's principles,policies and major national decisions.After the formation of the CPPCC political consensus,it is related to the implementation of the CPPCC political consensus.That is,the CPPCC builds political consensus in the process of implementing the will of the Party.The CPPCC is a political organization through which the will of the Party is carried out,and the CPPCC implements the will of the Party through the CPPCC Party group in the way of consultative democracy.At the same time,the CPPCC members give full play to their political responsibility to implement the principles and policies of the Party and the state through the system of committee publicity group and liaison mechanism for CPPCC members.Through the above-mentioned structure-process analysis of the political consensus cohesion mechanism of the CPPCC,we can get the function of the political consensus cohesion mechanism of the CPPCC to China's political system,political process and policy process.The CPPCC is an indispensable part of China's political system,the political consensus cohesion mechanism of the CPPCC promotes the stability,integration and coordination of China's political system.It is beneficial to broaden the channels of interest expression and effectively realize the integration of interests.It is beneficial to enhance policy recognition and promote the effectiveness of policy implementation.However,in the process of actual cohesion,there are structural dilemmas such as the weak grass-roots level and the lack of vertical guidance,subjective dilemmas such as inadequate performance of members,insufficient support from grassroots Party committees and governments,and the insufficient procedural dilemmas,which affect the function of the CPPCC's political consensus building mechanism.Therefore,it is necessary to optimize the political consensus building mechanism of the CPPCC from three aspects: optimizing the structure,enhancing the effectiveness of the main body and perfecting the procedure.By solving the weaknesses of the grass-roots CPPCC,eliminating the external structural tension and cultivating consultative culture to achieve structural optimization.The effectiveness of the main body can be realized by strengthening the responsibility of the committee members,modernizing the ability of the committee members to perform their duties,strengthening the leadership of the CPC to the CPPCC and strengthening the support of the Party committee and the government.And through refining the working mechanism of the CPPCC and optimizing the linkage mechanism,improve the procedures,so as to achieve the CPPCC's better cohesion of political consensus.
