The purpose of this thesis is to concentrate on the systematic research of the performance management for Baotou Rare-earth Institute. It is based on the in-depth study and careful reference to as many materials as possible on hand. In this sense, it is the result of absorption of established theories and a combination of both qualitative and quantitative analysis.The classified description of the theories on performance management in this thesis gives a panoramic picture of the methodology and the interaction among the performance management, the incentive theory, and game theory. To be more specific, the thesis illustrates the role and characteristics of both the responsibilities and humanities of sci-tech personnel. The active part that the sci-tech staff plays in enterprises is stressed on the basis of resources of experience of the performance management for sci-tech staff from home and abroad. In this process, the condition of subjects for the study has been carefully considered. Then it comes to the conclusion that in the light of the fast development of science and technology in China it is of great significance to attach importance to the effective research on the issue of performance management of sci-tech arm in institutions.A mechanism for performance management is presented for Baotou Rare-earth Institute. It is a customized design in the sense that the designer has probed into the loopholes in the existing performance management system at Baotou Rare-earth Institute and the organization structure and environment in the institution. All of this is well-knitted into the doctrines of the performancemanagement. It is pointed out that the establishment of the performance assessment system is the key to the corporate performance management. The scheme in this thesis sets up the index system for the performance evaluation for sci-tech staff, defines weighing according to layer-oriented analysis and the actual condition. Detailed description and specifications are presented in the performance evaluation system worked out herein. In addition to that, standard for the evaluation and suggestions for feedbacks and operation of the results of the evaluation are also available.Effective measures for efficient implementation of the performance evaluation system are proposed. In a word, efforts should be made to ensure a perfect interaction among ideological, operational and motive control so as to improve the performance management of the enterprise.
