The Establishment And Promotion Path Of Characteristic Towns In Inner Mongolia

In 2015,the “two NPC sessions” of Zhejiang province put forward the development plan of building “characteristic towns” in the official document for the first time,and accumulated some practical experience.Later,it was approved by the central government and elevated to the level of national strategy.It was formally written into the government work report of the state council in March 2017.National Development and Reform Commission(NDRC)has clarified the development ideas of characteristic towns,which is defined as “Government guidance,Enterprise subject,Market-oriented operation”.However,under the influence of the traditional single administrative mode,the “artificial” color of the construction of characteristic towns is extremely easy to be overemphasized,and there is also the risk of “rational usurpation”,so that the development ideas of characteristic towns cannot be effectively implemented.This paper is based on the establishment of characteristic towns in Inner Mongolia autonomous region,introduces the concept of collaborative governance,and further interprets and explores the operation concept of “government guidance,enterprise subject and market operation” of NDRC.Firstly,this paper discusses the origin and definition of the concept of characteristic town in the academic context of China by using the theory of collaborative governance,focusing on what is collaborative governance? What is eco-city? The significance of these two theories in guiding the construction of characteristic towns is discussed.Secondly,through case analysis,the paper reviews the construction of 12 national characteristic towns in Inner Mongolia autonomous region,and compares them with Zhejiang,Jiangsu,Shandong and other provinces at the macro level.Three characteristic towns are selected from Inner Mongolia autonomous region,the indicator data for its instruction is discussed as well.According to the index system of cultivating high quality characteristic town of Inner Mongolia autonomous region “Basic index” and“characteristic index”,finding out the typical problems that exist in the development process,then combined with concrete examples to analyze these problems.Finally,from the perspective of collaborative governance,nine specific implementation suggestions are put forward from three aspects of “government guidance,enterprise subject,government and enterprise co-governance”,and the feasible path for the government and enterprises to jointly promote the construction of high-quality featured characteristic towns in Inner Mongolia are discussed.
