Path To Strengthen Village-level Democratic Oversight

Since the reform and opening, the rapid development of the rural economy, self-madesystems continue to improve, profound changes have taken place in rural society, people’sliving standards have improved. But on the other side, we also see, because the systemconstruction in rural areas is not perfect, the lack of awareness of democratic supervision andother reasons the mode of economic development, lack of diversity, the village cadrecorruption, rural group, land disputes and other incidents continue to occur, and damage theinterests of the farmers. An important aspect of leading to these problems is the lack ofeffective supervision of power. Therefore strengthening democratic supervision, is not only animportant means to protect the rights of farmers, village cadres to prevent corruption, toensure the healthy development of the rural economy is also very important.This paper is divided into six parts: the first describes the village democratic supervisionresearch background, purpose, meaning, method, and the present research status at home andabroad. Secondly has carried on the systematic summary of democratic supervision. Mainlyfrom the connotation, importance, relevant laws and regulations of the basic theory andMarx’s classical works of democratic supervision is discussed. The third part uses the methodof literature research and field investigation, the development process of combing thevillagers democratic supervision system, and sums up the existing present stage Chinesevillage democratic supervision problems, such as making village affairs public float on thesurface, the village committee authority alone big, the village commission oversight functionsare not sufficient, the participation of the masses of poor atmosphere of the democraticsupervision etc., and reasons for these problems are analyzed. The fourth part is the empiricalresearch, carries on the research analysis based on the actual situation of Shandong provinceShouguang City has taken on a series of problems to solve, the effectiveness of measures,methods to find the crack above common problems, provide the practice basis for theimprovement of village democratic supervision. The fifth part puts forward thecountermeasures to strengthen the village level democratic supervision. Through the abovetheory, the historical analysis and case study based on the analysis of the specific measures, to further strengthen the village democratic supervision. The last part is the conclusion.This paper study concluded that: strengthen village democratic supervision, we must firststrengthen the village right checks and balances system construction, to prevent theemergence of the village committee of a single phenomenon, at the same time in theconstruction and work process of the supervisory committee in the village, to be standardized,from the system level; second, paying attention to the village affairs of this traditional villageform of supervision, to let it continue to adapt to the new situation appears in the current ruralwork; in addition, but also pay attention to the cultivation of the masses supervisionconsciousness, the establishment of practical system, the masses to participate in supervisioneffectively curing down, creating a strong atmosphere.
