In the process of innovative social governance system,social organizations have become one of the important subjects involved in social governance in China.As the “Bellwether” of social organizations,the leaders have become the key to survival and development.So this paper focuses on the leaders of social organizations in Chongqing,adopts the combination of qualitative research and quantitative research,explores the performance dimensions and elements of the competence,then to measures and investigates the competency of the responsible leaders of social organizations in Chongqing.And analyzes the status quo and reasons of the competence of the leaders of social organizations in Chongqing,then proposes targeted improvement strategies.The full text has seven chapters,as follows:Based on the national strategy of social organizations participating in social governance and the development bottleneck of social organizations,this paper firstly discusses the important role of social organization leaders,the theoretical and practical significance of this research,the research content,methods and technical routes,the research innovations and deficiency;Secondly,it introduces the theoretical basis and literature review of this research,specifically defines the concept of social organization,social organization leader,competency and competence,and then elaborates the theoretical basis of this research,and from The domestic and foreign aspects are introduced to the research status.Thirdly,through qualitative research,this paper identifies the competency quality of social organization leaders,adopts case study and literature analysis methods,and based on the iceberg-onion model,it analyses the competency quality composition of social organization leaders from three levels: the dominant layer,the metamorphic layer and the potential layer.Based on this framework,nine dimensions and thirty-seven dimensions of the competency quality measurement of social organization leaders in Chongqing are put forward,and forms the measurement table of the competency of the heads of social organizations.In addition,through the survey and analysis of the current situation of competency quality of the social organization leaders in Chongqing,a competency questionnaire was designed for the social organization leaders in Chongqing.Based on the survey data,the overall competency level of the social organization leaders in Chongqing,the competency level of each dimension and the difference of the results among dimensions were analyzed one by one.Based on the analysis of the results,the current situation and problems of the competency level of the leaders of social organizations in Chongqing are analyzed.Finally,Combining with the content of informal interviews with some leaders of social organizations in Chongqing,this paper analyses the reasons for the existing problems,and puts forward targeted promotion strategies based on the experience of advanced regions.It is believed that the daily communication platform should be built by optimizing training mechanism,strengthening propaganda and exploring the tutor responsibility system.At the same time,the political responsibilities of the competent departments should be strengthened and perfected.Entry,evaluation and exit mechanisms should be established to improve the professionalization of the leaders of social organizations.
