Federal Insecticide, Fungicide, and Rodenticide Act (hereinafter referred to as the pesticides act) is an important law of management of American pesticide products, it issued in 1947 and it has continued ever since.Federal Environmental Pesticide Control Act of 1972 is an important amendment to Federal Insecticide, Fungicide, and Rodenticide Act, it is the only amendment. Federal Environmental Pesticide Control Act of 1972 plays an important role that cannot be ignored in the deveolpment of American pesticide lawsThe paper, focusing on the Federal Environmental Pesticide Control Act of 1972 and following the line of its passing in the council, as well as the tremendous efforts exerted against the council at the time. It explores the law of the introduction of the background, and the game process of Congress.Then the paper analyzes the reasons how the law got passed and commented on its contents,interprets its content, and explores the historical status and influence of the law finally.This paper attempts to make a overview of postwar American pesticide abusing and harming, it summarizes Federal Insecticide, Fungicide, and Rodenticide Act before the revised many times in 1972.This paper will try to analyze the Federal Environmental Pesticide Control Act of 1972 as an example, analyzes completely its historical significance and the important influence of the law in the development of the pesticide law in the United States.The paper is divided into three parts, which are introduction, contents and conclusion.The introduction part makes a review and comment on the subject of the federal environmental pesticide control law by the scholars worldwide.The first part studies Postwar America has the situation of the pesticide use, this paper summarizes the abuse of the environmental damage caused by pesticides, and the U.S. government’s main measures for management of pesticide and the related legislation in congress.The second part elaborates the drafting, submission, and passing of the law,then studies environmental forces and agriculture, industry forces between the focus of debate in the act of interests.The third part interprets the contents of the federal environmental pesticide control law, studies the causes and essence of the law that is a compromise of the law, and analyzes the historical position and significance of this law and its influence on American pesticides legislation in the future.The third part interprets and evaluates the text of Federal Environmental Pesticide Control Act of 1972.
