Research On Government Functions In Thetransformation And Construction Ofresource-based Cities In China

The transformation of resource-based cities is a systematic and complex process.According to statistics,by 2018,there were 262 resource-based cities in China,including67 resource-exhausted cities facing transformation and 23 regenerative cities(cities after the transformation of resource-based cities).The economic development of resource-based cities is closely related to the development of China's overall economy,so the sustainable development of resource-based cities is of great importance to the party and the national government.The transformation of resource-based cities is a comprehensive and systematic project construction.Resource-based cities have a wide range of innovative development and a long history.The government,as the city manager,is the promoter and planner of urban transformation.Therefore,the government plays a fundamental role in the transformation of resource-based cities.As the administrative means for the government to manage resource-based cities,how to use government functions to better serve urban transformation is a theoretical study with practical significance.Transformation of resource-based cities in our country construction as the main research background,according to the construction of resource-based city transformation of government functions as the main research object,first of all in the first chapter summarizes the thesis about the resources city transformation of government functions in the study of theory at home and abroad,and in the second chapter of the thesis expounds the transformation of resource-based cities,resource-based cities,as well as the three core concepts of government functions.Combined with industry cycle theory,the theory of city sustainable development,the urban management theory,government function theory and so on several related theory as the foundation,in resource-based city of Tangshan by concrete examples,using the literature research,case analysis and chart analysis,summarizes the functions of the government in the construction of the current transformation of resource-based cities in our country play exist some disadvantages and advantages of experience;The third chapter mainly analyzes the achievements and existing problems in the transformation of China's resource-based cities,and analyzes the absence of government functions in the construction of resource-based cities and the causes of the problems.The fourth chapter takes Tangshan city as the concrete case analysis and summarizes the role and achievement of Hebei provincial government and Tangshan localgovernment function in promoting the transformation and construction of Tangshan resource-based city.The fifth chapter through the theoretical research and empirical analysis of the role of government functions in urban transformation summarizes the specific methods of strengthening and optimizing government functions in the construction of resource-based city transformation;The sixth chapter is a systematic summary,and on this basis makes a good outlook,hoping that the government functions can play a good role in promoting the transformation of resource-based cities can play a better role in promoting the road.
