Research On Active Disclosure Of Information At County Government Portal In Jilin Province

The disclosure of government information plays an important role in enhancing the credibility and execution of the government,and is also an important part of protecting the people's right to know,improving the transparency of government work and comprehensively promoting the transformation of government functions.As the main carrier of government information disclosure,the government portal website is an important platform to promote government reform and build a service-oriented government.However,the county-level government portal website plays a key role in the national government website system.Its information disclosure not only reflects the government's administrative ability and level,but also affects the mutual trust and interaction between the government and the public.In view of this,the author takes the government portal website as the breakthrough point,and uses the methods of literature research,website research law and field visits to study the problem of the active disclosure of information on the county(city)government portal website in Jilin Province.Through the research,the author explores the effective ways of the active disclosure of county(city)government information,which is of great significance for improving the information disclosure ability of county government officials in the new era.First of all,the author introduces the research background and significance,and sorts out and summarizes the relevant research on government websites and active disclosure by scholars at home and abroad,including the connotation,system,existing problems and empirical research of active disclosure.On the premise of accurately understanding and grasping these basic contents,the author,according to the "Regulations" and a series of relevant government information disclosure documents issued in recent years,through summarizing and sorting out,clarifies the elements of the active disclosure of government portal website information,such as the content,disclosure methods and disclosure time limit,and then analyzes the theoretical basis of its people's sovereignty theory,information asymmetry theory and new public service theory.Secondly,taking the government portal website as the breakthrough point,the author analyzes the basic situation and achievements of the county(city)government in Jilin province in the process of active information disclosure.Thirdly,according to the basic situation of the active disclosure of information on county(city)government portal websites and the interviews with some government information disclosure staff,the author makes an in-depth analysis of the problems andtheir causes existing in the process of active disclosure of information on county(city)government portal websites in Jilin Province,such as confusion in the setting of information disclosure columns,incomplete active disclosure of information in key areas,untimely active disclosure of information and lack of specialized personnel for information disclosure.Finally,aiming at the existing problems and their causes,this paper puts forward the optimization path of Jilin province county(city)government portal website information active disclosure level from the aspects of perfecting the government active disclosure standards and norms,perfecting the government active disclosure system construction,strengthening the application of new technologies and infrastructure construction,and cultivating the active disclosure information literacy,in order to make up for the deficiencies in the current Jilin province county(city)government information active disclosure work.
