The Research On Public Service Capacity Of Local Governments In Western Ethnic Areas

As an important part of a country's political system,local government is of great significance to the development of the whole country and the improvement of people's living standard.From the practical point of view,China's public service system and the policy framework has been formed.The infrastructure,education,health,social security and cultural life that benefit the masses have made great progress and development.However,the performance of the government in the supply of public services is still insufficient to meet the needs of the developing economy and society and also the people.Especially in the Western Ethnic Areas in China,compared with the past,the level of public service has been significantly improved,and the development trend is great.However,compared with some well-developed places in the eastern coastal areas,there is still a very large gap for the western minority to fill in,and the gap is increasing.There are many problems in the public service of infrastructure,education,health care,social security and so on.There is an urgent need for us to study the public service capability of local governments in the west minority areas,summarize the achievements of the local governments ' public service in western ethnic areas and find out the existing problems.Therefore we could study the methods and path to provide experience and reference to the continuous improvement of public service in western minority areas.The research on local governments' public service ability is the theoretical one based on objective facts,which,the organic unity of theory and practice,has not only a strong practicality,but also abundant theoretical foundation.Firstly,the concepts of local government,government capacity and other related ones are defined.Secondly,four typical aspects of the local governments' public service capacity are selected and the status of local governments ' public service ability is descried and summarized.Thirdly,the causes of these problems are discussed at the concept level,system level and the mechanism level,and the related problems of the local governments' public service capacity in western ethnic areas are also analyzed.Fourthly,according to the specific issues which highlight the ability of local governments' public service in western minority areas,effective ways and measures to improve the local governments' public service ability are explored.We hope to make some theoretical contributions to the research on the local government's public service capacity in the western minority areas.
