Research On The Operation Mechanism Of Urban Community Service From The Perspective Of Life Politics

As the basic unit of urban residents' life,the community directly faces the most basic people's livelihood demands of the residents.The function of community service demands to obtain basic welfare of the residents,to improve the quality of life,which increase the Sense of acquisition of people.Although the government has invested a lot of manpower,material resources and financial resources,there are still many problems and contradictions in the process of community service implementation,which seriously restricts the function of community service in China.The life politics provides a new way of thinking for the construction of the community.It is necessary to build an authoritative distribution system with the key to improving the quality of life and increasing the choices of life.It is an important issue how to innovate the mechanism of community service,which can help us to overcome the obstacles in the development of community service.As an innovation,Shenzhen implement a mechanism,which called Community Micro-people's livelihood.It has transformed the a la cart method into people's ordering method,mainly from the community.And it could Collect the "small,urgent,difficult" people's livelihood issues reflected by the residents.This mechanism provides a new form of reference for the operational mechanism of urban community services.But how does this mechanism work? What effect did it have during the implementing? What are the problems at the moment? How to solve it? Studying the abovementioned problems will help us understand and grasp the new trends of current and future community service development.It not only has theoretical value,but also can summarize relevant experience and provide reference for other regions.This paper takes life politics as a theoretical tool,adopts literature survey and literature research method.It takes Community Micro-people's livelihood as the object of analysis,trying to analyze the operation process and mode of action of the mechanism.It finds that the mechanism tries to reshaped the way of community service supply by empowering communities,increasing the negotiation and interaction between multiple subjects,and the different interests over the government,social organizations,and residents.Overall,the practice of Shenzhen has certain effects.It has a large number of service projects,covers a wide range of groups and kinds,which satisfying the diversified needs of different groups of residents and solving a large number of community livelihood issues.On the other hand,the research has found some problems in the practice of the mechanism,the rate of the satisfaction of residents on community services is not high.And the government didn't play roles on supervision and norm in the process of the operation of the mechanism.The social organizations are not professional enough.And community decision-making mechanisms lack of representativeness.All of these have constrained the function of the mechanism.In order to further optimize the mechanism,the article analyzes the reasons for the above problems,which concludes the mechanism neglects of operation and supervision,insufficient consultation and interaction,community's lacking of discourse power,the mechanism strengthen the control of social forces and the the weakening of social organization functions.On the basis of problems and causes,this paper uses life politics theory to propose optimization paths.Internet technology could improve the effectiveness of community consultation and interaction by broadening the collection channels of community service needs.It could be affected by urging government responsibility and supervision through system optimization.The social organizations could increase the channels for the development of resources.And individuals must cultivate public spirit and enhance participation awareness.Finally,this study puts forward its own thinking: In the current life politics,what are the values in the community? How should the values of life politics embody the current political system? On the basis of summarizing,the study finds that the values of people's livelihood in community should include people-oriented,community-based,respect for differences,and emphasis on multiple participation.The value embodied in life politics must rely on institution to shape specific political life forms.Only under the regulation and guarantee of the system can political life have a standardized order and can continue to operate.
