Study On The Improvement Measures Of Migrant Relocation Policy In Fuping County From The Perspective Of Farmers

Fuping County,located in the poverty-stricken area of Yanshan-Taihang Mountains,belongs to the state-level poverty-stricken county and is regarded as a pilot county for poverty alleviation in the region.In order to better promote the county's poverty alleviation work,Fuping County has implemented the relocation project by using the policy of increasing or decreasing linkages,but in the process of project promotion,the relocation willingness of farmers is low,and the project process is slow.Therefore,how to protect the rights and interests of farmers,mobilize their enthusiasm,so as to carry out this work smoothly is an urgent need for research.At present,there are few domestic scholars who analyze the implementation of migrant relocation projects under the background of the increase-decrease linkage from the perspective of farmers.In order to explore the measures to improve the migration policy of Fuping County under the principle of protecting farmers' interests and respecting farmers' wishes,this paper takes the migration of Fuping County as the research object,and establishes a theoretical framework based on public participation theory,planned behavior theory,stakeholder theory and sustainable development theory.Through the slow progress of the project,the farmers in typical project areas are promoted.Households conduct interviews and surveys to obtain the willingness of farmers to participate in project relocation and the characteristics of factors that may affect the willingness of farmers.Descriptive statistical analysis of the results of the survey is carried out.Then quantitative survey data are quantified.By establishing a binary logistic regression model,significant factors affecting the willingness of farmers to relocate are found out,the degree and effect of these factors are judged,and perfect countermeasures are put forward.The main conclusions of this paper are as follows:1.Since the implementation of the Fuping County Increase-Decrease Linkage Project,the pilot project of Increase-Decrease Linkage has been launched on a large scale in the whole county,but the overall progress is relatively slow.By the end of 2018,only eight project areas have been declared successful.An important factor restricting the project implementation process is the low willingness of farmers to participate in the relocation of Increase-Decrease Linkage Migrants.2.For the factors affecting the willingness of farmers to relocate,the most significant ones are age,proportion of family labor force,cultivated land area,housing age,preference for residence,satisfaction with environmental sanitation of the existing residence,expectation of rising living expenditure after relocation and expectation of the impact on family job-hunting after relocation.From large to small,the impact is expected to affect family members' job hunting after relocation,satisfaction with environmental hygiene in their current residence,preference for residence,proportion of family labor force,age,cultivated land area,and expectation of rising living expenditure after relocation.3.According to the factors affecting the willingness of farmers to relocate,this paper puts forward four suggestions which are helpful to improve the policies and measures of relocation,including expanding the rural social security system,focusing on the construction of new regional infrastructure,developing new agricultural operators,and improving the compensation scheme for relocation of migrants,with a view to promoting the relocation project of Fuping County.Domestic and foreign studies on the increase-decrease linkage pay more attention to the implementation mode,potential calculation and spatial layout of the increase-decrease linkage.There are fewer studies on the implementation scheme of the increase-decrease linkage project and fewer studies based on the perspective of farmers.Therefore,the innovation of this paper is to study the relocation of the whole village of Fuping County from the perspective of farmers,analyze the factors affecting the willingness of farmers to relocate through the binary logistic regression model,put forward the countermeasures and suggestions to safeguard the rights and interests of farmers in the link between increase and decrease,and make some innovations in the perspective of research.
