| In recent years,with the change of global climate and the deepening of urbanization,urban waterlogging disasters occur more frequently.Moreover,every time it happens,it will cause casualties and huge economic property losses.Urban waterlogging disaster has become a serious social problem which hinders urban development.In order to cope with the frequent urban waterlogging disaster in the changing environment,this paper analyzes the formation mechanism and control strategy of urban waterlogging disaster on the basis of mechanism system of emergent events.The main contents of the study include the following:(1)This paper defines the changing environment and discusses the connotation of urban waterlogging disaster and its constituent elements.According to the source of disaster-causing factors,the types of urban waterlogging disaster are classified.The author sums up the new characteristics of urban waterlogging disaster in the changing environment,and based on the detailed analysis of its case and research literature.(2)This paper analyzes the factors affecting urban waterlogging disaster under the changing environment.The author finds out all kinds of factors that affect the urban waterlogging disaster from three aspects,such as disaster-inducing factors,disaster-affected environment and disaster-bearing.Moreover,the author tries to present it with the disaster chain map.(3)This paper analyzes the formation mechanism of urban waterlogging disaster under the changing environment.According to the mechanism analysis of sudden events,the paper analyzes the formation mechanism of urban waterlogging disaster in 5 stages,such as gestation,occurrence,development,evolution and termination.And the author will draw out the mechanism of urban waterlogging disaster.(4)This paper puts forward the coping strategies of urban waterlogging disaster under the changing environment.According to the 5 stages of the development of waterlogging disaster,this paper puts forward corresponding strategies to prevent and control urban waterlogging disasters.It is hoped that it can solve the problem of frequent waterlogging disasters in the current changing environment and lay a foundation for the sustainable development of cities. |
