A Study On The Governance Of Waterlogging Disaster In Wuhan City

In recent years,as China's economic transformation and upgrading and the new urbanization strategy continue to advance,accelerating the process of our urbanization,urban area is expanding,and urban population continues to grow.At the same time,various "urban diseases" followed.Frequent urban waterlogging disasters are not only widespread,but also harmful.Urban waterlogging disasters not only seriously affect the normal operation of the city,but also cause inconvenience to residents' normal life.It also caused a great negative impact on the city's sustainable development and the improvement of the city's image,which has attracted wide attention and discussion from all walks of life.Urban waterlogging prevention has become a new proposition of urban governance.This paper takes wuhan city as the research object and conducts an in-depth investigation on this typical city which has been plagued by urban waterlogging disaster in recent years.First of all,through extensive literature reading and knowledge of urban waterlogging disaster,and summarize the successful experience of urban waterlogging disasters governance.Secondly,on the basis of field surveys,data collection and questionnaire surveys,the paper analyzes the current situation of urban waterlogging disasters in Wuhan,the existing problems in the governance of urban waterlogging disasters,and public opinion of wuhan urban waterlogging disaster management.Thirdly,on the basis of the questionnaire survey,we pointed out the problems existing in urban waterlogging disaster management in Wuhan from four levels:urban planning,urban construction,urban management,and urban collaborative governance.Finally,aiming at the specific problems and combining with the practical experience of wuhan and the experience of urban waterlogging management in foreign cities,some countermeasures are put forward:Firstly,formulate scientific urban planning and use advanced planning concepts and system planning systems to plan cities;Secondly,improve the construction and maintenance of urban drainage and waterlogging system to meet the needs of urban drainage and waterlogging;Thirdly,strengthen the construction of sponge city,repair the ecological environment,and realize the recycling of rainwater resources;Fourth,improve the legal system construction of urban waterlogging management,and control the waterlogging from the legal level;Fifth,establish an overall coordination mechanism for waterlogging management and realize effective early warning and emergency management.In addition,we should establish a collaborative governance system involving multiple subjects,absorb all sectors of the society to participate in urban waterlogging disaster governance,and finally realize the effective governance of urban waterlogging disasters.
