Urban waterlogging disaster is one kind of natural disaster which is more serious in the world.It is more and more serious to human society and environment.This thesis analyzes the mechanism of city influence on City waterlogging disaster risk,and takes Downtown Zhengzhou as study area.Using data source contained meteorological observation data and socioeconomic statistic data,Related to the use of mathematical statistical analysis method,the index system and model of risk assessment of city waterlogging,analyzes the waterlogging disaster risk level in Zhengzhou City;Finally,from the perspective of risk management,we put forward the risk management measures of Urban waterlogging disaster in Downtown Zhengzhou.The main conclusions of this thesis are included the following aspects:(1)City of process constantly impact on the city waterlogging disaster system,including disaster factors,disaster environment,disaster exposure and vulnerability.Through the study found,The hazard factor is precipitation and precipitation intensity,With the rapid development of urbanization,the annual rainfall,flood season rainfall,heavy rain and rainstorm days increased,In the process of urbanization,the underlying surface is hardening,the natural water system is shrinking,the area of vegetation and green land is reduced,and the surface topography of the city is changed,The natural water circulation system is changed,the peak time of runoff is increased,and the peak flow is increased.With the accelerated process of urbanization,a large number of population and wealth dump to the city,In the city the population exposed to waterlogging and wealth increase in the number,the degree of exposure in waterlogging disasters in increased.The city is a complicated and interconnected system,when waterlogging occurs the city is likely to face all this paralysis,not only with the city infrastructure,disaster prevention and mitigation capacity also depends on the city.(2)In terms of the risk of waterlogging disaster,The Huiji district up to 0.76,Zhongyuan district,Jinshui district and Guancheng district is relatively low,the Erqi district 0.62 is the lowest,but the location between the five area is closer,Waterlogging hazard index of the gap is not large.The Zhongyuan district of the highest social vulnerability is 2.19,located in Erqi district,and Guancheng district is relatively low,local minimum of 0.53.Description of densely populated areas higher than sparsely populated areas,the economically developed areas are higher than the less developed areas,the risk level of Zhongyuan district Jinshui district and Erqi district higher than Guancheng district and Huiji district,Zhongyuan district disaster risk index was 1.58,The minimum risk level of the Huiji district is 0.39.So the Zhongyuan district is the region with the highest possibility of waterlogging disasters,the waterlogging disaster risk management need to pay special attention to it in the future.(3)Based on the waterlogging disaster risk influence mechanism analysis and the results of Zhengzhou urban waterlogging disaster risk,Putting forward many measures,Engineering measures including change the traditional concept of city construction from the sponge city,reshape the structure of river system,and improve the city's flood storage capacity,Non engineering measures including strengthening city management,improve residents' awareness of flood prevention and early warning mechanism,improve relations and properly handle the municipal engineering and drainage system.And putting forward the corresponding countermeasures to the high-risk district.
