Oil and gas pipeline high consequence areas(HCAS)refers to an area that may cause great adverse effects on the public and the environment after the pipeline is leaked,endangering public safety and causing greater damage to property and the environment.With the rapid development and expansion of oil and gas pipelines in Wuhan,the number of high-impact areas in its jurisdiction has gradually increased,showing a dynamic change.Although at the end of 2016,Hubei Province has completely completed the rectification of the safety hazards of oil and gas transmission pipelines and solved the urgent need,but the various contradictions and problems revealed in the pipeline rectification have not been effectively solved.In the face of increasingly complex forms of risk,the supervision of high-impact areas in Wuhan is becoming more and more difficult,the regulatory situation is grim,and the task is arduous.Studying the status quo of supervision of high-impact areas of oil and gas pipelines in Wuhan,discovering problems,and proposing countermeasures in a targeted manner is of great significance for safeguarding public life safety and ecological environment.In the early stage,by visiting relevant departments and oil and gas pipeline enterprises in the high-impact area of Wuhan oil and gas pipelines,collecting relevant domestic and foreign materials,etc.,we briefly understood the status quo of supervision of high-impact areas of oil and gas pipelines in Wuhan,and identified relevant factors for the investigation of the next situation.Find the foundation and find the basis for the problem.Combined with the relevant factor design questionnaire,the paper analyzes and analyzes the status quo of the high-impact area of oil and gas pipelines in Wuhan through questionnaires,simple conversations and literature review,and concludes that the relationship between Wuhan municipal enterprises is harmonious and the high-level consequences of the enterprises are carried out.District safety publicity and education main responsibility system,regulatory responsibility area system and one district and one case system.It analyzes the problems of the safety publicity and education of high-impact areas in Wuhan,the lack of supervision of high-impact areas,the lack of management of emergency plans,the lack of professional knowledge reserves of supervisors,and the imperfect regulatory laws and regulations.For the analysis of the problems,review relevant domestic and foreign legal documents,materials,etc.,using domestic and foreign advanced experience and good practices,comparative analysis and other means to find out relevant strategies to improve the supervision of high-impact areas of oil and gas pipelines in Wuhan,including Measures for the safety publicity and education of residents along the high-impact areas,strengthening the management of emergency plans for high-impact areas,strengthening the professional construction of supervisors in high-impact areas,and optimizing and perfecting laws and regulations.It is hoped that it can provide reference and reference for the supervision of high-impact areas of oil and gas pipelines in Wuhan,and hopes to promote the establishment of a long-term mechanism for supervision of high-impact areas in oil and gas pipelines.
