Research On Safety Supervision System Of Urban Gas Pipeline In Xuzhou

With the deepening of urbanization and the continuous growth of urban gas pipeline mileage,accidents on urban gas pipelines are also soaring.The high incidence of urban gas pipeline accidents,to a certain extent,also reflects that the safety of urban gas pipeline in China is in a severe period of high risk and prominent contradictions.The newly revised Law on Safety in Production in 2021 puts forward the principle of "three regulations,three requirements" and strictly implements the government’s responsibility for supervision.However,there is no unified supervision department for urban gas pipeline in China,and different places have big gap between supervision systems.There is still a long way to improve the safety supervision system of urban gas pipelines.Selecting safety supervision system of Xuzhou urban gas pipeline as the research object,on the basis of interview method,case analysis method and literature research method to clarify its main characteristics and the necessity of supervision,this thesis analyzes the supervision system,and sums up the problems existing in the supervision system of Xuzhou urban gas pipeline based on the case of Xuzhou urban gas pipeline explosion in 2021.For example,the supervision law is not perfect;Regulatory powers and responsibilities are not clear;Accident accountability is not irrationality;Supporting legal system is inadequate.In view of the above problems,the following suggestions are put forward: The special Equipment Safety Supervision Regulations should be revised;The Regulations of Jiangsu Province on the Protection of Urban Gas Pipelines were issued to promote local legislation;The responsibilities of regulatory departments should be clearly defined and the responsibility should be formulated scientifically;It is necessary to improve the supporting legal system for supervision to enrich the forms of safety supervision.It makes the safety supervision system of Xuzhou urban gas pipeline more targeted and operable in reality,and provides constructive suggestions for solving the safety supervision of urban gas pipeline in small and medium-sized cities in China.This thesis has 4 figures,5 tables and 50 references.
