Research On Government Supervision Of Urban Pipeline Gas Industry

Urban pipeline gas industry,as an important part of municipal public utilities,is very important to People’s Daily life and production.The quality of urban pipeline gas construction can test whether the city has perfected the supporting infrastructure construction,and the quality of gas service can also reflect the city’s public construction capacity.Therefore,the quality of urban pipeline gas construction will have an impact on regional economic development and the improvement of residents’living standards.However,after decades of reform and development of the gas industry,the gas industry still faces a large number of problems that cannot be solved in the short term.The government should strengthen the supervision of the gas industry,so that the people can gradually improve the quality of life.Firstly,this paper discusses the concept definition and theoretical basis,and highlights the necessity of the government becoming the main body of regulating the city gas industry.Then,based on multi-dimensions,this paper analyzes the reality of developing urban gas in China,the reality of operating the gas industry in Q city and the reality of supervising the gas industry by Q municipal government,and then summarizes the supervision results achieved by Q municipal government after supervising the gas industry.Secondly,with the help of interviews and research activities,it is determined that there are the following problems in supervising the city gas industry:the safety management system has not been improved,the quality management behavior has not been implemented in place,the technical facilities have not been standardized,the laws and regulations are in a state of absence,the scientific price supervision behavior has not been implemented,and the balance between supply and demand of township gas is poor.Thirdly,the reasons for the supervision of urban gas industry are analyzed,which mainly include:overlapping organizations,information asymmetry between government and enterprises,insufficient law enforcement power of regulatory agencies,and lack of external supervision of government supervision.Finally,effective measures are made based on the establishment and perfection of safety management system,the quality of management construction projects,the perfection of technical supervision system,the optimization of laws and regulations of gas industry,the perfection of pricing coordination mechanism and the balance of supply and demand of township gas.In conclusion,the research activities can help the government of Q City to improve the supervision of the gas industry,and then regulate the enterprises operating urban gas,so as to promote the supply of public services to meet the needs of the masses,and finally achieve the goal of public interest protection and improvement of residents’ life quality,so as to further expand the development scale of gas enterprises in Q City.Finally,it is hoped that the experience summarized by the author after exploring the government regulation of the gas industry can help other regional governments to better regulate the urban pipeline gas industry and promote the sustainable and sustainable development of the urban pipeline gas industry.
