Research On Rural Vitalization Strategy In Minquan County

On October 17,2017,the 19 th Plenary Session of the Chinese Communist Party was convened and rural vitalization strategy was proposed.This is a major strategic task in deciding to build a well-off society in an all-round way and building an all-round,powerful modern socialist country.It is of great significance.At present,the imbalance in our country's development is the imbalance between urban and rural development.The biggest insufficiency is the insufficient development of rural areas.The implementation of the strategy of rejuvenating the country and insisting on giving priority to agriculture and rural areas are the key measures to solve the outstanding problems in the development of urban and rural areas and the work on agriculture,rural areas and farmers.The strategy of revitalizing rural areas has been proposed recently.It is a new goal,new work,and a new topic.Regarding the implementation path of the strategy,domestic research is still relatively small,especially in combination with specific cases.This paper uses literature research methods,comparative research methods,interview investigation methods and other research methods,and take Minquan County as research object to draw lessons from past domestic rural construction experiences and experiences of foreign rural construction methods,and tries to explore effective ways for the implementation of rural rejuvenation strategies in Minquan County,and provides valuable reference for other regions with similar conditions to implement rural rejuvenation strategies.This article mainly introduces the following.First,macroscopically,It introduce the background and significance of the strategy for rural promotion proposed by the central government.,and then analyzes and reviews domestic and international research on rural construction.Based on research at home and abroad,the Party's proposal for rural revitalization proposed by the 19 th National Congress of the Communist Party of China,a variety of research methods are adopted.Secondly,after comparing with the background of the implementation of the strategy of country rejuvenation at the national level,then It introduces the connotation,requirements and objectives of the rural revitalization strategy and the significance of the implementation of the rural revitalization strategy.It also introduced the basic situation of the Minquan county and the main practices and achievements of the new rural construction in the Minquan county in the past.Although the accomplishments are significant,there is still a deep level of poverty,which brings plenty of problems to get rich: infrastructure construction lags behind,public resources are poor;professionals are absent and difficult to introduce and be trained;the use of resource management is not standardized and the distribution is uneven;the overall level of the grassroots cadre team is not high,the style is not strict;the unhealthy atmosphere in the countryside breeds,and the overall ethical qualities of the masses need to be improved;grassroots conflicts are prone to multiple occurrences,and governance is increasingly difficult.The main causes for these problems are poor economic conditions,narrow channels for wealth creation,low pay for talents,and inadequate supervision of cadres' funds.These are also problems that cannot be solved during the implementation of the rural revitalization strategy.Solving these problems is the key tasks for the implementation of rural revitalization.Thirdly,on the basis of combing and discovering the implementation of the strategy of rural revitalization in the civil rights county and its causes,the country's experiences in rural construction and its enlightenment were found through consulting literature and electronic documents.It introduces the advanced experience of four typical villages: Henan Liuzhuang Village,Jilin Hongzui Village,Heilongjiang Xingxing Village,and Lujia Village of Zhejiang,emerging from the construction of new rural areas in China.Then it introduces Japan and South Korea's rural construction experience and practice,and then combine them with local realities to get inspiration.Finally.Mainly based on domestic and foreign experience,combined with the mission objectives of the rural revitalization strategy and the problems existing in the rural construction,we have seriously contemplated and believe that the implementation of rural revitalization strategy should always adhere to planning guidance,be pushed ahead step by step steadily and make peasants play a major role in stimulating rural development activities.It should also strongly strengthen the supporting function of key elements,the foundation for strategic promotion and should fully implement the overall requirements,let the masses of the people have a sense of acquirement,a sense of well-being,feel more secure,more sustainable.These four measures will be used to promote the implementation of the strategy for rural rejuvenation.Provide reference for the implementation of the strategy of village rejuvenation to other areas.
