Research On Project Management Of MES System For Military Research And Development Enterprises A

With the national "state-owned enterprise reform" and "military and civilian integration" strategy proposed and developed,China's military industry ushered in the blowout development,the military industry development enterprise has entered the history of the most important task,the fastest development speed,the greatest development pressure of the major strategic transformation period.Therefore,how to enhance the manufacturing capability of military research and development enterprises,improve product quality and shorten the delivery cycle is the key problem faced by military research and development enterprises.As the bridge between the enterprise management department and the production workshop,"Manufacturing Execution System(MES)" has been successfully applied in the manufacturing industry of iron and steel,chemical industry,automobile,equipment and so on.The MES system is of great significance to enhance the manufacturing capability of the military industrial development enterprise.This paper,based on the A unit of a military scientific research institute,has the typical characteristics of the discrete assembly and production industry of multi variety and small batch oriented to order.It also has the special characteristics of research and development,development,side production and side delivery.In addition,due to the secrecy of military enterprises,higher requirements for information system's network environment and system secrecy are put forward.This paper combines the MES theory,the project management theory and the implementation practice of the MES project.Starting with the characteristics of the military industrial development enterprise and the status of production management,this paper analyzes the necessity and particularity of the A unit recommending the MES project,and designs a suitable A unit through the overall demand analysis and the construction goal principle of the MES project.MES project solution and specific implementation content;through the project implementation process of the organizational structure,implementation plan management,progress management and risk management detailed analysis and exposition,to ensure the smooth implementation of the project.In this paper,for the A units of the military industrial development enterprise,the successful implementation of MES improves the production process management ability,shortens the production cycle,improves the quality of the product,and improves the core competitiveness of the A units.It also provides reference for the promotion and application of MES for other military development enterprises.
