Probe Into The Professionalization Of Auxiliary Police Under The New Normal Situation

As a new type of occupation,auxiliary police are produced and developed along with our social and economic development and social hierarchy transformation.From the beginning,auxiliary police personnel as a supplementary force to assist public security organs in combating illegal crimes,and have gradually developed into an indispensable part of the public security management at the grass-roots in later.It mainly undertakes the duties of maintaining social order,defending the lives and property of the people,and serving the public.Nevertheless,With the growing improvement of the level of social legalization,there are still an increasing number of problems and reports about the auxiliary police personnel team breaking the law and discipline.Public opinion speculation has further decreased the social status of auxiliary police officers,which has seriously restricted the professional development of the police support personnel.After the the Third Plenary Session of the 18th Central Committee of the Communist Party of China,the legal department of the State Council once again stressed that those who have not obtained the law enforcement qualification certificate shall not engage in law enforcement work.For public security organs,An important issue that the public security organs have to face is that simply clearing the auxiliary police personnel will seriously aggravate the problem of insufficient police strength at the basic level.Next,how to promote the professional construction of police support personnel,and further clarify the professional nature and scope of functions of police support personnel,so that they can meet the needs of auxiliary law enforcement work.have become an essential issue that needs to be resolved urgently.In this regard,on the basis of defining the related concepts of police auxiliary behavior,police auxiliary personnel and professionalization,this paper firstly objectively analyzes the current situation of the professional development of police assistants in China,and comprehensively analyzes the difficulties and problems faced by the professionalization of police auxiliary personnel in China.Then,the paper makes a case study analysis on the exploration of promoting the professionalization of auxiliary police personnel in A city public security Bureau,and sums up the existing problems of the police auxiliary personnel.Combined with the common problems exissting in the professional construction of police assistants in China,this paper analyzes the reasons for the problems existing in the professional construction of police assistants.In the end,by analyzing the professional construction mode of police auxiliary force in foreign countries and domestic places in China,such as Britain,Singapore,Hong Kong and Jiangsu,Guangdong,this paper analyzes and summarizes the experience and practice of different modes,and provides concrete countermeasures for promoting the professional development of the police auxiliary forces.
