Research On Policy Tools In The Internationalization Of Innovation Ecosystem

With the accelerating process of economic globalization,China has put forward the strategy of “bringing in” and “going out” while insisting on opening up to the outside world.In the process of “going out”,a group of enterprises have already explored some successful experiences of “going out” with the support of the government.The government has formulated different dimensions of policies for the internationalization of enterprises.Whether these public policies involve different stages of internationalization and meet the international needs of enterprises depends to some extent on the appropriate combination and choice of policy instruments.Based on the perspective of policy tools,this paper analyzes the content of the public policy texts of China's central government and local governments to promote the internationalization of enterprises,in order to evaluate the rationality of policies from the perspective of tools,and discuss and make suggestions for improving the policy formulation of enterprise's internationalization.The main research ideas of this paper are as follows: first,based on the perspective of innovative ecosystem theory and policy tools,construct the policy analysis framework of this paper;second,based on the policy analysis framework,according to the "environmental side-demand side-supply side" three-dimensional Policy tools explore the application status of policy tools in different stages of the internationalization of the innovation ecosystem in which companies are located;and third,from the current use of policy instruments,combined with the experience of policy tools in the internationalization of enterprises in developed and developing countries,for the "Belt and Road Initiative" initiative,the Chinese government proposes practical and available countermeasures for the selection and optimization ofpolicy tools in the internationalization of enterprises.The main research conclusions are as follows:(1)in the government-led stage,the government plays a leading role in the internationalization of the innovation ecosystem at this stage,so policy tools tend to use the “environmental side” policy tools and adopt “target planning”.And “legal regulation” restricts or supports the international development of the innovation ecosystem in which the enterprise is located;in the market-led stage,the government's policy tools used at this stage no longer limit or support the international development of the innovation ecosystem in which the enterprise is located.Purpose,but to increase the use of “supply-side”policy tools,such as the use of “information support” and “social security” policy tools;in the innovation phase,promoting the internationalization of the innovation ecosystem in which the company is located is conducive to improving the country's right to speak in the global economic market and the common development of countries along the “Belt and Road”.At this stage,the government has increased the use of “supply side” and “demand side” policy tools,such as increasing the use of policy tools such as “government procurement”,“financial support” and “social security”.(2)The policy tools in different stages are mainly reflected in two aspects:first,the central government uses different dimensions of policy tools to create a good institutional environment for the internationalization of Geely's innovation ecosystem;second,the local government has used different policy tools and policy means to promote the international development of Geely's innovation ecosystem under the institutional environment.(3)The policy tool optimization countermeasures in the internationalization of innovation ecosystem are mainly from the following two aspects: one is to strengthen the synergy of the internationalization policy tools of the innovation ecosystem;the other is to further improve the policy system of the internationalization of the innovation ecosystem.
