"Internet +" has been widely applied in the service of elders,multi-agent synergy has become the new mode to supply the elderly services.This has been widely acknowledged by scholars that it is feasible to solve the aging problem.In 2017,Hangzhou implemented the “Intelligent Aged Service Project”,which introduced multi-agent,realizing the multi-agent collaboration among technology enterprises for elders,aged service enterprises,the third-party regulation institution,departments of the government at all levels,extending the industry chain of intelligent aged service.However,the operational effect did not fully meet the project planning expectations.Therefore,this paper takes the practice of Hangzhou as an example,analyzes the service provider consortium collaborative path from the perspective of strategic alliance,analyzes collaborative logic of multi-agents based on the theories of collaborative governance,aiming to offer corresponding optimizing suggestions.This paper uses field research methods,collects data through interviews,and ATLAS.ti7.0 software was employed to analyze the data.Through the investigation on the intelligent aged service project in Hangzhou,this paper initially analyzed the basic situation of multi-agent collaboration,evaluated the performance of service provider complexes.Six enterprise leaders,two supervisors,and two government leaders were interviewed.First,Three samples were selected for case analysis in accordance with performance and alliance model to explore the effects of different types of complexes,showing that team complexes are best for balancing platform and service;service complexes have their own offline service teams but with weak technology updating capacity,and technical complexes are less likely to promote projects.Next,conducted from the following perspectives,i.e.,alliance reasons,operation mode of service provider complexes,coordination of service providers and government,of service providers and supervisor,and of government and regulator,in order to explore the mode of corporation and division in service manufacture,channel construction,service recipient,regulation and examination.Finally,summarized the operation characteristics of Hangzhou intelligent aged service project,and offer corresponding optimizing suggestionsResearch findings in this paper,Hangzhou intelligent aged service project promotion of cross-border integration of pension resources by the technical and the service part of the complex,and ill-coordination and narrow resource access of the service providers.Besides,though Hangzhou has initially formed a multi-agent collaborative development model,problems still exist,e.g.,unequal collaboration status between service provider complexes and government,limited governmental support for the service providers,and objective differences in project execution for the two parties.Moreover,city platform and maintenance operation system have established for regulation,standards of regulatory assessment are low in practice and the supervision methods are too simple however.Therefore,the following suggestions are made thereby: team service provider complex should be constructed to build service delivery channel;equal agent relation between government and service providers ought to be established to promote the combination of "welfare" and "marketization";improvement in the rules of third-party regulation procedure and a positive multi-agent interactive mechanism in the regulatory process should be established as well.With all these,the mode of multi-agent cooperative governance in intelligent supply of aged service will be better and more generalization.
