Analysis On The Problems And Countermeasures Of Multi-agent Collaborative Governance In Shengli Community

The community governance is no longer the thing only for a government,with the continuous progress of modern society,the rapid development of the community,the more complex and diverse of interests of all parties,which has brought new challenges and higher requirements for the optimization of community governance.The collaborative governance with the multiple subjects participation has become an inevitable trend of community development and social development.This paper clarifies the relationship between multiple subjects;optimizes the model of community governance,and solves the community multiple governance issues such as coordination,through analysing the functions and responsibilities of the subjects of multiple governance,based on the meanings of community,community governance and cooperative governance with community multiple subjects.This paper also makes sure the functional positioning of the main organizations for community governance,including government community residents,community,social organizations and citizens.The model of collaborative governance with the multiple subjects is made,in which we adhere to the party's political leadership,transform of government functions,and return the powers originally belonging to them to the community.At the same time,community committees,as an autonomous organization,should give full play to the autonomous function,encourage residents to participate in community governance,and express their interests.The healthier social organizations with auxiliary community function should be cultivated,so as to provide the community residents more professional services,and to realize self-management,self-education and self-service,and promote the formation of diverse community with collaborative governance pattern.This paper takes Sheng Li community as an example;introduces its present situation of collaborative governance with the multiple subjects,and analyzes problems and causes involved in the development of government management mode,the role of community committees location,community organizations and community residents' participation in the process of community governance of multiple subjects,based on the definitions of the community multiple subjects and the model of collaborative governance with the multiple subjects.Therefore,some countermeasures to improve the cooperative governance with multiple subjects in Sheng Li community are presented.This paper provides an example to explore the effective ways to realize the coordinated management of multiple subjects in urban communities in china through analysing the case of Sheng Li community.
