Research On Orientation And Path Of Government-NGO In Urban Governance

In the course of historical development,from the urban rule under the "unitary head system",to the modern urban management with multi-sectoral cooperation,to the urban governance with multi-governance and shared achievements,the operation mode of the city has gone through several stages.In advocating co construction,co management,co governance and sharing,The reform of the system and mechanism of "small government and big society" is also facing new problems.What are the main bodies of urban governance? What is the relationship between the government and these subjects? What is the role and role of Government-NGO in this process? What are the advantages and disadvantages of Government-NGO participating in urban governance,and how to take its advantages and discard its dross? How to analyze the countermeasures and suggestions applicable to the participation of Government-NGO in urban governance through case analysis?Taking Ningbo city management volunteer association as an example,this paper attempts to use the development practice of typical official associations to deeply analyze their concepts,development process,practice path,successful cases,existing problems and so on,and puts forward some targeted countermeasures and suggestions.By emphasizing the scientific top-level design of urban governance,the three main bodies of government,market and society are defined,and administrative innovation,mechanism innovation and social innovation are put forward.By discussing that the government is the demand side of urban governance and the community is the supply side,this paper puts forward the government's "demand view" of urban governanceand rectifies the "performance view" of Government-NGO participating in urban governance.It is proposed that Government-NGO follow the law of modern social governance,and guarantee the corporate governance system,standardized system and independent management.It is proposed that Government-NGO can be transformed into pivotal social organizations,that the leadership of the Party should be brought into play to strengthen political attributes,that incubators should be established to cultivate NGO,and that alliances should be formed to strengthen the main force of associations.Finally,the appropriate orientation and effective path for Government-NGO to participate in urban governance are extracted.
