Research On The Multi-subject Participation In Community Correction

Community correction is to put criminals in an open community,without breaking their connection with the society,through supervision and management,education assistance,repairing their relationship with society,and helping them return to society with complex activities.The starting point of the design of the community correction system is to use the openness of the execution place,use the social manpower and material resources to help the community prisoners improve their health,and the participation of social pluralists in community correction is the essential requirement of community correction.In the process of community corrections in developed countries such as Europe,America and Japan,social forces play a pivotal role.The community corrections participants are diversified,the relevant institutional systems are complete,and the operational mechanism is smooth.However,due to the influence of the concept of severe punishment in China,the overall operation of the community correction system presents a situation of heavy supervision and management and light education assistance.The multi-subject participation in the community correction is low and the scope is small,the institutional value of community correction has not been fully exerted.The multi-subject participation of community correction is not only the institutional requirement of community correction,but also the implementation of the concepts of “small government theory”,“governance reform” and “demand orientation” in the new public management theory and community governance.This study analyzes the relevant concepts of community corrections and participates in the related concepts,analyzes the action logic of community corrections participants,and introduces the status of social pluralism participation in community corrections in the Ouhai District of Wenzhou City,and analyzes the existing problems and the causes of the problems.Combined with the experience of the multi-subject participation of community corrections in the UK and Japan,the author puts forward the countermeasures to improve the participation of multiple subjects in community correction.This study analyzes the current situation of social workers,families,grassroots mass autonomous organizations,social organizations,enterprises,volunteers and other subjects participating in community corrections in an attempt to reflect the overall picture of the multiple subject participation of community corrections in Ouhai District.The multiple subjects involved in community correction in Ouhai District have problems such as insufficient public participation,low participation of social pluralists,insufficient participation ability,lack of organization and initiative,and the reasons for the analysis include the lag of social governance concept and the influence of the concept of heavy punishment,community development lag,the government's lack of support for social organizations,and lack of platforms and mechanisms for participation.After analyzing the status,summarizing the problems and the reasons,and through summing up the useful experience of the multiple subjects involved in community correction in the UK and Japan,this paper proposes ways to improve the participation of multiple subjects in community corrections,including improving the design of community-based multi-subject participation system;The main body participates in the social atmosphere;Strengthen the power of community correction and multiple participation by building a community-based multi-subject participation platform,optimizing participation structure,attaching importance to community corrections personnel training and education,increasing the participation of community corrections,multi-agent participation,broadening funding channels,and establishing a project-based community correction mechanism.Correct the participation of multiple subjects in the organization;play the role of grassroots mass autonomous organizations,foster community-corrected social organizations,standardize the construction of social workers,establish community correction volunteer libraries,establish a list of resettlement assistance enterprises,give play to the employment acceptance role of enterprises,and strengthen the family support network to improve the participation of multiple subjects in community corrections.
