Research On Countermeasures For Constructing A Diversified Elderly Care Service System In Jiangjin District, Chongqing City

Building a social pension service system is an inevitable requirement for China to actively respond to the aging,security and improvement of people's livelihood.Demand-oriented,stimulating social all-round intervention is an important way to improve the supply of aged care services.At the State Council executive meeting on August 21,Premier Li Keqiang pointed out that "currently,the elderly in China are still relying on the community and relying on the family to support the elderly.We should further expand the diversified aged care service on this basis."Taking Jiangjin District of Chongqing as an example,by the end of 2018,the total registered population of Jiangjin District was 1.497 million,and the population of 60 years old and above was 359,000,accounting for 24% of the total population,7.5 percentage points higher than the national total,5.5 percentage points higher than the city..This paper intends to study and solve the constraints of the construction of a diversified aged care service system in Jiangjin District.By summarizing the practical experience of the development of the aged care service industry at home and abroad,the focus will be from the First Social Welfare Institute of Chongqing,Yuzhong District of Chongqing,and Jiulongpo District of Chongqing.The main practice and effect of the old-age service in Banan District of Chongqing City are based on the methods of literature analysis,comparative analysis and empirical analysis,based on community care theory,social security theory,social embedded theory,welfare pluralism theory,etc.The relevant concepts have been defined and clarified,aiming to explore the specific problems and solutions to the construction of a diversified aged care service system in Jiangjin District of Chongqing.Firstly,by studying the correlation and influencing factors between the population aging of Jiangjin District and the needs of the aged care service market,it is concluded that the population of Jiangjin District is seriously aging,the old-age dependency ratio is high,and the old is not rich.Secondly,combined with the status quo of public administration,lack of socialization,insufficient nursing staff,and single pension service,we will further study the existing land use security,participation entities,funding sources,policy support,service models and other factors in Jiangjin District to build a diversified pension service system.The positive and negative impacts explore the relationship between the development of pension services in Jiangjin District,social needs,market participation and government supply.Finally,according to local conditions,it is proposed to stimulate the vitality of social capital,comprehensively use the models of pension real estate,medical and nursing,home-based care,and community pension,and establish “diversity of land use protection,diversification of construction funds,diversification of participating entities,and diversification of service models”.It has a clear hierarchy and covers the social pension service system in urban and rural areas.
