Internet, also called as Interweb or Intermet, is the international information network formed by a huge number of networks linking together through the network protocol. The Internet covers a vast majority of states around the world. Our country’s access to the International Internet commenced in 1994, the related Internet industries started late, and hence the technology and ideas lagged behind the developed countries. But in the first decade of the 21 th century, Chinese internet has developed by a huge margin, and China has the largest number of Internet users all over the world. Compared with the traditional media, the network transmission of information is a subversive revolution, thereby during the course of web content management, the idea has to be renewed, and the features of the network content transmission should be grasped from the advanced perspectives.The Jiangjin district of Chongqing firmly adheres to the network management approach, “positive development, strengthening management, avoiding disadvantages, self-regardless”, both strengthens the Internet usage, supervises and controls the transmission of the content, ensuring the network security, and actively pushes the healthy development of the network and promotes positive network culture, making contribution to the social and economic development of Jiangjin district. Jiangjin district has a relatively sound organization and management system with the Internet Information Office as the core, all departments cooperate to carry out the network management. Develop the group effect of government network platform, actively carrying out the work of network information guide; closely unite the network opinion leaders, developing the civil power to carry out public opinion guidance; strengthen the establishment of the information officer team, playing active role in the public supervision and guidance aspects; rectify the content of network cultures and purify the network to achieve positive results. The web content management of Jiangjin district has distinctive characteristics, namely: using the laws and regulations as the main method of the web content management; strengthening the organization and expanding the management functions; establishing the network public opinion brand of “Three Service”; the final purposeof the Web Content Management is to safeguard the national interests and the local security and stability.At the meantime, it should also be seen that the web content management of Jiangjin district still has some urgent problems to resolve. There is a dispute as to whether the web content should be restrained or protected or not; multiple management results in the diversity of the management main body, without unified orders, and the communication and coordination is often impeded; some management blind spots exist, which provides space for the spread of illegal online content; to some extent, the informal management phenomenon exists; during the course of conducting web content management, concerned government departments has the problem of low administrative efficiency, inputting many human and material resources, but failing to get the appropriate management effectiveness.The primary reasons for these problems are: the lack of authorized laws and regulations; unclear management structure; blurred duties of the government departments; devoid of united and elaborate standards for the content examination rules; weak self-discipline of the network industry and network users; inapplicable content supervision technology for the development of the web content.Based on the analysis on the prominent problems and reasons existing in the Web Content Management of Jiangjin district, this paper proposes to the effective measures to strengthen the web content management. The first measure is to implement the government-led web content management. The second is to specify the division of labor and cooperation between government departments. The third is to refine web content censorship in theory and practice. The fourth is to enhance the social monitoring and reporting rules for the web content. The fifth is to encourage and guide the network industry organizations and the self-discipline of the network users. The sixth is to actively promote the participation of the network users and the network management.
