| The construction of China’s service-oriented government requires the government to transform its functions.By enhancing the government’s credibility and execution through the innovation of government management and the improvement of public services,it can provide the best quality services for all sectors of society.As the front-line executor of the government practice,grassroots civil servants play a pivotal role in the field of public management.Therefore,studying the work status of grassroots civil servants is crucial to improve the level of public service and promote service-oriented government.As a kind of behavior that is "beneficial to the organization" and "spontaneous",organizational citizenship behavior has been playing an increasingly prominent role in organizational management since it was creatively proposed in 1983.It has been continuously rising in corporate management,and it attracts increasing attention from the academia in public sector.In underdeveloped areas,the public management behavior of civil servants directly determines whether the region can exert its resource advantages,optimize industrial structure,seize the development opportunities and stimulate the development potential,it also directly affects the level of public services that the public can receive.Therefore,it is increasingly important to investigate the working conditions of grassroots civil servants in underdeveloped areas.This article is based on relevant theories in the field of human resource management,discussing the relationship between the work pressure of grassroots civil servants and organizational citizenship behavior,and verifying the mediating effect of job satisfaction,countermeasures and suggestions can be put forward to alleviate the work pressure of grassroots civil servants,promote organizational citizenship behavior,and optimize government management.Macheng is located in the northeastern part of Hubei Province and is listed as one of the poor counties by the state.It is a typical underdeveloped county.Therefore,the research on the relationship between the work pressure,job satisfaction and organizational citizenship behavior of civil servants at the grassroots level has a strong reference for other underdeveloped regions.Based on the empirical study of 390 grassroots civil servants in Macheng,Hubei Province on work pressure,work satisfaction and organizational resonance behavior,the following conclusions are drawn through reliability and validity test,mean comparison,correlation analysis,regression analysis and intermediary test on statistical samples: firstly,the gender,marital status and rank differences of grassroots civil servants in the surveyed areas have no significant impact on job satisfaction,job satisfaction and organizational citizenship behavior;secondly,among the demographic characteristics,the work pressure of grassroots civil servants in the surveyed areas will be affected by age,job satisfaction will be affected by educational background,and organizational citizenship behavior will be affected by age and working years;thirdly,grassroots civil servants in the surveyed areas are facing greater work pressure;fourthly,grassroots civil servants in the surveyed area are not satisfied with the salary and promotion opportunities provided by their units;fifthly,grassroots civil servants’ organizational citizenship behavior in the surveyed areas is at a relatively high level;sixthly,for grassroots civil servants in the surveyed areas,both challenging work pressure and obstructive work pressure will promote the occurrence of organizational citizenship behavior;seventhly,in the surveyed areas,both challenging work pressure and obstructive work pressure will exert an intermediary influence on grassroots civil servants’ organizational citizenship behavior through job satisfaction. |
