With the continuous advancement of China ’s administrative system reform and service-oriented government construction,higher requirements have been put forward for the leadership concept of public sector leaders and the service awareness of civil servants.Servant leadership,with its own service characteristics and humanistic care,can form a good service atmosphere within the organization,stimulate the service enthusiasm of subordinate members,and drive them to take the initiative beyond their role and responsibility,that is,organizational citizenship behavior.Therefore,it is of great value to study the servant leadership in the public sector and the organizational citizenship behavior of grassroots civil servants to improve the overall service efficiency of the government and enhance the well-being of the people.This paper attempts to explore the relationship and transmission path between servant leadership and organizational citizenship behavior of grassroots civil servants,so as to uncover the ’ black box ’ of servant leadership acting on organizational citizenship behavior,and hope to provide reference materials for improving management practice and developing organizational citizenship behavior of grassroots civil servants in the public sector.This study follows the research idea of ’ theoretical analysis and hypothesisempirical analysis and hypothesis-conclusion and suggestion ’.Firstly,on the basis of literature review,combined with social learning theory and social exchange theory,starting from the thinking logic of ’ situation-psychology-behavior ’,the research hypothesis is put forward and the theoretical model is established.Secondly,the questionnaire was used to investigate the perception and performance of grassroots civil servants in China on servant leadership and organizational citizenship behavior,and SPSS26.0 was used to empirically analyze the 243 valid questionnaires collected to verify the correctness of the hypothesis,and finally to draw conclusions.The results show that servant leadership can significantly positively affect the organizational citizenship behavior of grassroots civil servants.However,the former is not a simple predictive relationship for the latter.Public service motivation and affective commitment play an intermediary role in the relationship between the two.Accordingly,this paper proposes adaptable countermeasures to promote the organizational citizenship behavior of grassroots civil servants,such as advocating the implementation of service-oriented leadership style,cultivating the public service motivation of grassroots civil servants,and improving the affective commitment level of grassroots civil servants.
