Research On The Public Selection System Of The Party And Government Leading Cadre

After the political line is certain, cadres are the deciding factor. The key to the party and government leading cadres team construction is deepening the reform of selecting and appointing cadres system. As a major reform of the selecting and appointing cadres system in the new era, public selection shapes correct employment orientation, fulfills multiple development of talents, prevents unhealthy tendencies in personnel system, and therefore enjoys rapid and wide application in practice, and becomes more and more important in selecting cadres.Through comparing the ancient China imperial examination system and the Western modern civilian selecting system with the practice and experience of the Communist Party cadres selecting system, the paper evaluates the public cadres selecting system and understands that its appearance, implementation and development are an inevitable tendency. Based on the public selection case in Lianyungang, the practical running process and functional system of public cadre selection are expatiated. By summarizing the difficulties and restrictive conditions of the current system in practical implementation, an optimization scheme is proposed, in order to provide instructive reference and inspiration for current public cadre selecting system, enhance people’s understanding in the value and function of the system, and accelerate the optimization of the system on the basis of absorbing the strong points of other selecting systems.
