The Construction Of Comprehensive Evaluation Index System And Empirical Analysis Of China's Social Security Level

In October 2017,the report of the 19 th National Congress clearly stated that it should comprehensively build a multi-level social security system that covers “all people,urban and rural development,clear rights and responsibilities,and appropriate protection and sustainability”;this is a higher requirement for China's social security system.To enable the people to share more economic and social development achievements.In fact,since the reform and opening up in 1978,China's economy has continued to develop rapidly,and the income gap between residents has gradually expanded.Social contradictions may arise or intensify,which will eventually have a negative impact on sustainable economic development.At this time,the social security system as a social "shock absorber" plays an extremely important role.China's social security system has been in operation for many years.A series of problems,such as its overall level,development status,and regional differences,require a scientific evaluation standard,which provides a reference for the government and relevant departments to formulate and implement social security policies.Through literature research,this paper finds that the current mainstream practice is to measure the level of social security by the proportion of social security expenditures(or fiscal expenditures),but the social security expenditures are too general and the evaluation results are extremely ambiguous.In addition,many literatures use a comprehensive evaluation method to study the level of social security.There are also problems such as random selection of evaluation indicators and single evaluation methods.The evaluation results are one-sided.In view of the above problems,this paper focuses on social security,social assistance,social welfare,special care and placement,social mutual assistance and personal savings protection to accumulate six social security systems,a total of 28 indicators to build a comprehensive evaluation index system of China's social security level;In terms of evaluation methods,this paper implements the organic combination of subjective weighting method and objective weighting method through weight reorganization to improve the rationality of index weight.This paper uses SPSS20.0 and Excel software to calculate the social security level of China's 31 provinces and cities(excluding Hong Kong,Macao and Taiwan)from 2012 to 2016 by means of weight reorganization legal and linear weighted evaluation.The results show that,the correlation between the level of social security evaluation measured in this paper and the level of economic development satisfies the statistical significance test and is economically significant.Based on the perspective of time and space,this paper analyzes the temporal and spatial evolution of China's social security level from 2012 to 2016,and selects the 2016 calculation results to compare the regional differences in social security levels in the eastern,northeastern,central and western regions.The study finds that China's social security water has risen steadily in time,but the overall level is low and regional differences are expanding.In space,China's social security level has a clear spatial aggregation effect and a stable regional pattern,but it is not in harmony with the level of economic development.Finally,this paper proposes suggestions and countermeasures for the coordinated development of social security for the country and the four major economic regions.
