Social Security is the system which refers to the country as the main body, through the distribution and redistribution of national income, to protect the basic living of the country's members. The establishment of the social security plays an important role in China's socialist market economic system. The running processes and results of the system need comprehensive indexes to measure and evaluate.Social security level refers to the level of social security the social members enjoy in a certain country or district at a certain time. It is the key element of the social security system, and also reflects the running processes of the system and the demands or the supplies of the funds of social security. Lots of studies evaluate the level only by the proportion of the expenditure of the social security to GDP. But with the development of the economy, the diversification of the risks, the complication of the demands, and the contents and the structure of the system also express the level of social security system, so just through the proportion of the expenditure of the social security to GDP can't evaluate the social security level. So we urgently need to establish the comprehensive indexes to evaluate the social security system.The author firstly established the comprehensive indexes to evaluate the system and used these indexes to study the regional differences. And then 29 provinces were used as sample data to empirical analysis. According to the analysis result, the author put forward some recommendations to improve the local social security level. The region 1 should improve the overall level, enlarge the coverage of social security and establish the enterprise annuity to solve the problems of the aging population and the rural migrant workers'social security. The region 2 includes pilot cities where the problems of the personal account of the old-age insurances are serious so that we should take actions to solve these problems. The cities in the region 3 are the underdevelopment cities, and the economies in these cities are low so we should establish the rural social security. The government should undertake the fiscal responsibility. W e should reduce the regional difference of social security level through government transfer payment.
