Xie Ming and William N.Dunn whose ideas are closely coincided are influential representatives in the development of Chinese and Western public policy analysis,respectively.On the basis of translating The Introduction to Public Policy Analysis,a work of Dunn,Xie Ming independently wrote a series of books on public policy analysis.This direct,close and important connection can be called " Xie Ming and Dunn phenomenon."For the course construction and subject development phenomenon,the methods of comparative analysis and literature analysis are used to conduct in-depth research on the knowledge system of Xie Ming and Dunn's public policy analysis.First of all,basing on the internal relationship between the original translation of Dunn's Introduction to Public Policy Analysis and Public Policy Analysis of Xie Ming,the paper pointes out that they have experienced two rounds of confrontation.The first round was Xie Ming's first translation of Dunn's Introduction to Public Policy Analysis: The Second Edition and publication of his own a series of books.The second round was the second translation of Dunn's Introduction to Public Policy Analysis: The Fourth Edition and the re-creation of his work.In the two rounds,Xie Ming's thoughts generally showed signs of moving closer to Dunn's thoughts.Through this sign,it is also founded that there was a large difference between both of them on the public policy analysis course and subject orientation.Secondly,the paper focuses on the similarities and differences between Dunn and Xie Ming's public policy analysis knowledge system from multiple levels and Detailedly analyses the similarities and differences between Xie Ming and Dunn's public policy analysis knowledge system.Then explored the underlying reasons behind the differences between the two scholars.It also finds that there is a clear disagreement between Xie Ming and Dunn on the overall connection of the public policy analysis knowledge system: Dunn pointed the knowledge target to the "model",while Xie Ming stayed on the pursuit of "theory." Finally,it discusses the significance of the localization development of the Chinese public policy analysis discipline implied in "Xie Ming and Dunn Phenomenon".The construction of public policy analysis curriculum and the analysis of public policy knowledge system is a kind of microscopic meaning,which reflects the meaning of the subject "Western Learning Spreading East" and "Chinese Learning and Western Use" of public policy analysis subject in macroscopical aspect and the intrinsic link between curriculum,knowledge and value.The localization process of China's public policy is a process of integration between China and the West.Outward extension of the public policy analysis curriculum can be transformed into value orientation.Value orientation factors converge inward,which can also penetrate into the curriculum.This means that there is an inherent structural connection between the curriculum,knowledge and value.All in all,this paper basically reveals the disputes between Xie Ming and Dunn in the course of public policy analysis,including curriculum and discipline orientation,the nature of knowledge and the value orientation of knowledge fusion.
