| Cultural governance is an important part of national governance.The legalization of cultural governance is an important part of the construction of national cultural governance system.The legalization of cultural governance of township governments is an important basis for the legalization of national cultural governance.The legalization level of cultural governance of township government is directly related to the system construction and modernization process of national cultural governance.In our country,the township government has a good governance foundation and experience.It provides a large number of cultural services for the township residents and produces many excellent cultural products.It enables the majority of residents to obtain more cultural rights and enjoy more cultural rights and interests.Therefore,it is of great theoretical value and practical significance to study the legalization of cultural governance of township government.This paper focuses on the core concept of the rule of law in the cultural governance of township governments.In the introduction part,it systematically introduces the realistic background and theoretical basis of cultural governance,probes into the theoretical significance of cultural governance,and analyses the practical role of cultural governance.At the same time,it draws lessons from foreign scholars’ research on cultural governance.This paper focuses on the understanding and thinking of cultural governance,the legalization of cultural governance and the legalization of cultural governance of township governments.In the first chapter,the author makes a comprehensive analysis of the theory of the legalization of cultural governance of township government,expounds the theory of the legalization of cultural governance and the legalization of cultural governance of township government,and discusses the theory of cultural consciousness,the theory of public cultural service system and the theory of cultural innovation.It has become the theoretical basis of this paper.In the second chapter,aiming at the reality of our country’s Township government,we summarize the main problems existing in the legalization of cultural governance of our country’s Township government,and analyze the main reasons for the problems.Research on the problems and causes is the core part of this paper.In the third chapter,in order to further sort out and straighten out the relevant issues,this paper uses case analysis method,according to the current situation of cultural governance of township government in C city of Hunan province,carried out a large number of investigations,and then analyzed and summarized.Based on the theoretical discussion in Chapter II and the practical foundation analysis in this chapter,it lays a solid foundation for the Countermeasures Research in the following chapters.In the fourth chapter,according to the common problems in the legalization of cultural governance of township government in our country,and the reality of the legalization of cultural governance of township government in C city of Hunan province,the author puts forward some corresponding countermeasures.This paper summarizes the goal of legalization of cultural governance of township government,the way of legalization of cultural governance of township government,and the measures of legalization of cultural governance of township government.The modern state governance system is a scientific governance system with clear rights boundary and accurate function orientation,a democratic governance system with multiple subjects participating together,and a governance system that must operate in accordance with the rule of law.Its essence is to use the spirit of "rule of law" to guide national governance and to solve governance problems through "rule of law".In the field of cultural governance of township governments,township leaders should consciously cultivate the thinking of rule of law,and turn the thinking of rule of law into the basic thinking of cultural governance.When making cognitive judgments,we consciously use the principle of rule of law to recognize and judge the problems encountered in cultural governance.In the process of logical reasoning,we consciously learn to use the principle of rule of law and legal norms to analyze the problems in cultural governance,form judgments and reasoning,and finally draw conclusions.In solving practical problems,on the basis of legal analysis,judgment and logical reasoning,we can effectively solve various problems in cultural governance.In the process of system construction,township leaders should learn to summarize and improve,strengthen the construction of system or the reform of legal system in the process of practice,so as to put forward solutions from a higher perspective.The last part is the conclusion and outlook,which is a brief summary of the content of the article,and elaborates that this paper still needs to be studied and improved. |
